Who You Are

As a Counterintelligence Referent, you are an expert at providing advice to improve the CI posture of supported activities, coordinating with internal and external entities, and supporting cross-community meetings and working groups

What You’ll Do

Support mission assurance activities for daily mission, operations, critical infrastructure, research/development, and major acquisitions

Provide CI support in the acquisition of space vehicle fabrication, space vehicle transport, and launch

Support Customer CI analysis, collections, and inquiries IAW existing legal statutes, Customer, IC, and DoD policies and procedures, as well as other applicable federal, state, and local laws

Research, review, analyze, and re-examine the regional threat to critical designated facilities, conduct assessments and identify gaps, write/use Intelligence Information Reports (IIRs) to fill CI collection requirements, and provide recommended countermeasures

Prepare accurate and complete reports that document processes, outcomes, and findings

Assess/analyze potential CI leads generated by internal/external law enforcement and CI partners

Other duties as assigned

What You Need to Have - Required Qualifications:

Active TS/SCI with polygraph

Bachelor’s degree OR;  equivalent years of experience AND an Associate's degree in lieu-of.  

5+ years of professional experience

Completion of a formal state or federal training program in counterintelligence

Experience interacting with agencies across the Intelligence Community

Experience with DoD CI Collection Requirements

Comprehensive knowledge of federal laws, Executive Orders, IC Guidance, DoD Regulations, and procedures concerning CI collections, investigations, interviewing techniques, and operations

Extensive knowledge of the IC, CI organizations, and law enforcement elements to include their authorities, roles and responsibilities, jurisdictions, functions, and relationships

Extensive knowledge of adversary (e.g., foreign intelligence entities, NGO’s insider threat, and terrorist/HVE) methods of operation, targeting activities, and intent

Knowledge of security practices to safeguard classified information and DoD Intelligence Oversight policies

Comprehensive knowledge and experience in conducting CI-related research, analysis, and critical thinking

Knowledge and experience in providing CI services to support research, development, and acquisition (e.g. Supply Chain Risk Management, Committee on Foreign Investment in the United States (CFIUS), financial management functions, acquisition lifecycle, and contracting functions), as well as CI services for the protection of critical infrastructure and associated critical national assets

Working knowledge of cyber threats and vulnerabilities, including the applicable laws, regulations, policies, and ethics as related to cybersecurity, privacy, and impacts

Apply techniques of debriefing and interviewing in a systematic manner through direct and indirect questioning to obtain information of security, counterintelligence, and/or intelligence value.

Ability to travel worldwide

 Desired Qualifications:

Degree in relevant area, such as Foreign Area Studies, International Relations, Security Studies, History, Behavioral Science, Criminal Justice, Space Systems, or Political Science

Bachelor’s degree with at least 20 years of experience

Background and experience in CI Supply Chain Risk Management and CI support of Research Development and Acquisition (RDA)

Strong people skills to influence, collaborate and work effectively with all levels of internal and external leadership
