Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, Benefits, Human Resource, and Employment Management functions are provided by AIS. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physical exams, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. This is a Full Time, Hybrid position requiring on-site work 2 - 3 days per week as required to accommodate work demand and laboratory schedules as determined by SLAC. This Hybrid position requires that you live within commuting distance from Menlo Park, CA. **Responsibilities** + Provides cost estimates for tasks ensuring accuracy and consistency with DOE Cost and Estimating Guides. + Participate in site walk downs to support the development of the scope/assumptions if required. + Support the development of the Work Breakdown Structure (WBS). + Develop or provide cost estimates for capital, expense or other projects per scope/assumptions provided by Project Manager/Principal Engineer and/or UT-B estimator. + Support the development of the contingency analysis in conjunction with the risk management plan for projects. + Estimates costs for materials, purchased and/or leased equipment, subcontracted work, production activities and requirements, and labor. + Provides preliminary estimates for planning purposes and detailed itemized estimates based on final plans and specifications. + Analyzes blueprints, specifications, proposals, and other documents to prepare time, cost, materials, and labor estimates for bidding projects, applying knowledge of specialized methodologies, techniques, principles, and processes. + Experience with Project Controls and Earned Value Management Systems. + Define activities and associated scope, activity durations, logic and interfaces between activities, and resource loading activities. + Develop and track status of project milestones. + Prepare complete material packages as necessary. + Prepares and maintains historical records to support price audits. **Qualifications** + B.A. Degree in Business, Accounting, Engineering or a related field and at least 3 years of relevant experience + In-depth understanding of project scheduling software such as Primavera and Microsoft Project + Experienced using enterprise level ERP systems such as SAP and Business Warehouse to develop and track project baseline cost estimates + Experienced in the use of SharePoint and MS Office Suite. + Advanced knowledge of the standards, procedures, and techniques related to estimating project tasks. + Experience interpreting, organizing, and analyzing data from multiple sources. + Experience estimating jobs for conceptual designs, preliminary design, and for final costs estimate in advance of contract bidding. + Demonstrated analytical and problem-solving skills to analyze data from multiple sources and independently resolve complex issues and propose resolutions. + Demonstrated verbal and written communication and interpersonal skills. + Demonstrated organizational, recordkeeping, and coordination skills. + Demonstrated effective interpersonal skills to tactfully and effectively establish and maintain highly productive working relationships with a broad cross-section of management, technical, scientific, and administrative personnel. + Demonstrated excellent written, presentation and verbal skills to effectively communicate with multi-disciplined team members. + Demonstrated ability to work independently on multiple time-constrained projects and to successfully complete each. **Special Requirements:** + Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test. + Medical Exam(s) - Job related pre-placement medical examinations may be required for this position. + This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position.
