In an ever-changing economy, Cyberstar helps companies better read and understand their market data through the synchronization of process innovation, human dynamics, analysis, and the integration of data technology capabilities, to ensure functional optimization in their business.   The Cost Analyst, SME supports the IPPS-A PMO by performing cost estimating and analysis of acquisitions and programs for IPPS-A PMO to understand the costs and resource impacts of their decisions. Responsibilities Assists in the development of program and budget materials; Develops Program Life Cycle Cost Estimates for Department of Defense (DoD) initiatives and acquisition programs. Develops cost models and estimating relationships. Assists in the conduct of cost-benefit and business case analyses. Works as part of a multi-disciplinary team. Manages, documents, represents, and defends all formal costing activities. Develops independent government cost estimates (IGCEs) for upcoming contract awards. Develops/performs economic analyses for milestone decisions and return on investment (ROI) evaluations for multiple Analysis of Alternative (AoA) studies. Annually supports all aspects of Program Objective Memorandum (POM) submissions. Establishes and continues to maintain strong professional working relationships with multiple oversight and evaluation offices within the Army and DoD, to include DASA-CE, ASA (ALT), G-3/5/7, G-4, G-8, CAPE, DCARC, DASC, and DCM. Initiates and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs. Provides strategic advice, technical guidance, and expertise to program and project staff; Provides detailed analysis, evaluation, and recommendations for client-specific or mission-critical challenges/issues. Consults with clients to define need or problem, leads data collection efforts that support studies and analyses to recommend an achievable path forward. Other duties as assigned. Qualifications Bachelor’s degree, preferably in finance 10+ years of experience performing cost analysis work Hands-on experience developing cost estimates using the Automated Cost Estimate and Interactive Tool (ACEIT) Level II DOD Financial Management Certification - preferred. Active Secret Security Clearance Knowledge, Skills, and Abilities: Excellent interpersonal skills and a collaborative management style. Excellent communication skills, both verbal and written. Experience developing Program Office Estimates (POEs) using Army Costing databases and tools (e.g., Automated Cost Estimate and Interactive Tool (ACEIT), System Evaluation and Estimation of Resources (SEER), Parametric Review of Information for Costing and Evaluation (PRICE), and Software Lifecycle Model (SLIM)) required. Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), Microsoft Products (SharePoint, Visio, and Project), and Computer Hardware Enterprise Software Solutions Program (CHESS).
