Summary Description:
Under direction of the director of DSES, is responsible for the development and monitoring of initiatives aligned with the Montgomery County Public Schools (MCPS) strategic plan and strategic priorities of DSES. Primary responsibilities include the coordination of grant writing; implementation, monitoring, and oversight of grant-related activities, including the design and planning of professional learning opportunities in collaboration with the special education supervisor of specially designed instruction; and the implementation of academic and behavioral interventions in accordance with federal/state regulations to ensure the provision of services for students with disabilities. Additional responsibilities include supporting the effective communication and collaboration with central office staff members including the special education liaison, school-based personnel, and community-based partners. Serves on a variety of central services and school-based committees, provides professional learning sessions in collaboration with other offices, and monitors the implementation of DSES improvement plans to ensure that the Individuals with Disabilities Education Act (IDEA) and the State Systemic Improvement Plan targets are met. Represents MCPS at various community, state, and federal meetings.Physical Demands:Some lifting required; transport supplies, materials, and equipment to meetings and schools.Special Requirements:Ability to conduct evening or weekend public information sessions.

Knowledge Skills Abilities:
Knowledge of the MCPS professional growth system and MCPS organization and administration, policies and procedures, and goals and priorities. Knowledge of current evidence-based research on the instructional and behavioral strategies necessary to address identified areas of improvement for special education students ages birth to age 21. Thorough knowledge of Maryland State Department of Education (MSDE) special education indicators and targets and the MCPS data for all special education state indicators. Knowledge of IDEA. Ability to develop, coordinate, and implement professional learning activities. Knowledge of school improvement processes including analysis of data, developing and monitoring professional learning; knowledge of MCPS goals/initiatives; experience planning, delivering, and monitoring face-to-face and online professional learning for adult learners; strong and engaging skills as trainer, facilitator, and coach; interest and ability to work collaboratively on a high performing team with internal and external stakeholders. Knowledge of evidence-based interventions for reading/language arts and mathematics. Ability to monitor the implementation of academic interventions with fidelity to publisher specifications. Ability to support state grant development and manage the implementation. Ability to respond to short timelines and efficiently complete assignments. Demonstrate flexibility as assignment parameters change. Excellent organizational, planning, management, interpersonal, and oral/written communication skills.
Education Training Experience:
Master^s degree in special education from an accredited college or university and training and experience in assessment, diagnosis, and programming for students with disabilities in Grades kindergarten (k) to12. Demonstrated successful experience in planning, coordinating, and conducting professional learning activities for adult learners. A minimum of 5 years of outstanding classroom experience working with students with a variety of disabilities, preferably in Grades k to12. Knowledge of effective instructional practices. Demonstrated leadership experience in schools or central office working effectively with diverse staff including oversight of projects or professional development initiatives. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License:Meets MSDE certification requirements for supervisor or Administrator I and special education or related field. Completion of OAT I or II or ability to complete within one year of the position start date.
