About this Job
The Lakefront Management Authority manages , controls, regulates, operates, and maintains any non-flood protection facility or improvement asset or function within a levee district within the jurisdiction of a flood protection authority.
About this position:
This position will manage the entire grant process for the agency, which would include but not be limited to, identifying and applying for grants from governmental and non-governmental agencies.
An ideal candidate should possess the following competencies:

Minimum Qualifications
Five years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field plus two years of experience in contracts or grants management, procurement, financial management, or accounting; OR
A bachelor’s degree plus two years of experience in contracts or grants management, procurement, financial management, or accounting; OR
An advanced degree in business or public administration, finance, economics, or statistics plus one year of experience in contracts or grants management, procurement, financial management, or accounting.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Serves as a point of contact for the FAA, Departments of Transportation and Development, and any other Federal, State, or local public and private entities relative to grants.
+ Develops and updates policies and uniform procedures governing the grant management program and provides information to staff relative to said policies and procedures.
+ Works under the supervision of the Admin Program Manager to identify needs and potential funding sources. • Researches and identifies potential Federal, State, local government, and private sector grant opportunities as requested.
+ Coordinates with Federal, State, and local government and private sector grants management officials and other sources to submit grant requests and applications, ensure that submittals conform to appropriate laws, policies, requirements, and regulations, and to resolve any potential issues.
+ Develops and prepares complex grant requests and applications in accordance with statutory and regulatory requirements and departmental policies and procedures.
+ The position has primary responsibility for administering awarded grants. Ensures grants are administered in accordance with all Federal, State, and local laws, regulations, and requirements, as well as all rules and requirements of the grant provider. Identifies and promptly resolves any issues related to the same.
+ Receives grant funds and ensures financial records are maintained as required for the grants program. Coordinates with the Admin Program Manager regarding the processing of funds.
+ Maintains documents and records for the grant management program and ensures compliance with record retention policy and grant requirements.
+ Assists as requested with the development of Requests for Proposals, Requests for Bids, and other solicitations for services, work, or products for grant-funded projects and ensures review, selection, and award processes are conducted in accordance with the appropriate Federal, State, and/or local laws and regulations and in accordance the requirements of the grant provider.
+ Provides support as requested to the Director of Operations and Engineering and/or designated staff in the negotiation, preparation, and award of contracts for grant-funded projects. Coordinates with the agency/entity awarding the grant on grant/award requirements.
+ Monitors progress of work for grant-funded projects and prepares periodic progress reports as needed.
+ Reviews contract payment requests and ensures payment costs are allowable and funded. • Complies with all Federal, State, and local reporting requirements, as well as reporting requirements of grant providers.
