Description
A local government agency in Oakland, CA is seeking an experienced Contract Specialist to manage the full procurement lifecycle for assigned Client Departments. This role requires extensive experience in contract procurement, including professional services, trades, products, equipment, supplies, and construction/modernization projects. The ideal candidate will have a strong background in public sector or federal procurement and an understanding of the U.S. Department of Housing and Urban Development (HUD) rules and Federal Contract Code compliance. This position offers potential for long-term conversion based on performance.
Key Responsibilities:
+ Manage end-to-end procurement activities, including planning, soliciting, evaluating, negotiating, and administering contracts for Client Departments.
+ Provide expert guidance on federal and public sector procurement processes, particularly U.S. Department of Housing and Urban Development (HUD) compliance, contract codes, and best practices.
+ Prepare and issue solicitation packages (RFPs, bid packages), ensuring adherence to both organizational policies and HUD guidelines.
+ Serve as a resource for senior and middle management on interpreting contracts, policies, and compliance-related issues, particularly with regard to Federal Contract Code.
+ Lead contract lifecycle activities, including award, negotiations, performance monitoring, compliance review, and contract closeout.
+ Conduct thorough compliance reviews of contracts and procurement packages, ensuring alignment with federal, state, and local regulations.
+ Actively engage with vendors, conducting price and cost analyses, facilitating pre-proposal meetings, and leading vendor outreach efforts.
+ Proactively address contract-related protests, disputes, and claims to ensure successful resolution.
+ Ensure contract files are maintained with accuracy, and keep internal staff informed of expiring contracts and necessary renewals.
+ Prepare regular reports on procurement activities, including compliance reviews, contractor performance, disputes, and project status updates.
Requirements
Qualifications:
+ Bachelor’s degree in business, public administration, or a related field, with an emphasis on procurement or contract management.
+ Minimum of 2 years of experience in public sector or federal procurement, focusing on contract preparation, evaluation, and compliance with federal contract regulations (HUD knowledge preferred).
+ Proven end-to-end procurement experience, with a focus on contract negotiation, compliance review, and vendor management.
+ Demonstrated understanding of Federal Contract Code and compliance requirements, with the ability to perform compliance reviews related to federal and local regulations.
+ Strong analytical skills to research, forecast, and recommend procurement strategies, along with experience conducting price and cost analyses.
+ Ability to communicate effectively and clearly articulate procurement strategies and compliance standards to stakeholders.
+ Proficiency in procurement tracking systems and computer-based data processing tools.
