The MN Racing Commission is looking for their next Contracts, Investigation Services, and Licensing Specialist! This position manages the agency’s contracting processes, assists with investigation services and licensing, and provides administrative support to the agency. This position consults with all levels of agency personnel and drafts contracts and contracting-related documents and develops and delivers reports. This position will also be responsible for supporting investigation services working with MRC Investigators, assisting the Executive Director, Deputy Director, General Counsel, and Investigator(s) in licensing, investigation, and enforcement of Minnesota Racing Commission statutes and rules regarding pari-mutuel horse racing and pari-mutuel wagering, and maintaining external communications relative to MRC license applications and license holders for purposes of conducting comprehensive background investigations and ensuring compliance with statutes, MRC rules, regulations, policies, and procedures. This position assists in the administration of the class “C” licensing function of MRC to assure prompt and accurate issuance of licenses. **Minimum Qualifications** **One (1) year of experience performing one or more of the following duties:** + Contract and/or grant administration or a closely related field to include drafting, negotiating, providing guidance and/or training on contracts. + Experience in investigative practices and techniques, including report writing, document and/or evidence management and reviews. **Applicants who meet the above requirements will be further assessed on the following:** 1. Skills in investigative interviewing techniques sufficient to effectively and ethically collect evidence from witnesses, complainants, respondents, victims, and third-party sources. 2. Skills in verbal and written communication and presentation sufficient to create and present clear, well-organized, accurate, and grammatically correct reports to decision makers and to competently testify in legal proceedings. 3. Communication skills including writing, speaking, and schedule coordination skills. 4. Analytical skills to evaluate the impact of statutory and regulatory changes and make recommendations. 5. Proficiency with Microsoft Office Suite including Microsoft Word, Microsoft Outlook, and Microsoft Excel. An associate’s degree in business, criminal justice, or related field or related field of study may substitute for 6 months of experience. **Preferred Qualifications** + Bachelor’s degree or higher in business, criminal justice, or related field or related field of study. + Experience working in a compliance agency. + Experience with the Statewide Integrated Financial Tools (SWIFT). + Knowledge of state and federal laws, rules, regulations, executive orders, procedures regarding contract administration. **Additional Requirements** To be considered for this position you must submit a resume and cover letter with your application providing details of your experience and qualifications.
