Summary This job opportunity is for an CONTRACT SPECIALIST, position description D2623000, within the 108th MSG of the New Jersey Air National Guard. This vacancy announcement is a Title 32, Excepted Service position. The primary purpose of this position is to provide sound business advice in the planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types. NOTE: Must acquire SAT warrant within 1 year of hire. Responsibilities As an CONTRACT SPECIALIST, GS-1102-12, you will: Exercise supervisory personnel management responsibilities Advise and provide counsel to employees regarding policies, procedures, and directives of management Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements Monitor and evaluate contractor performance for compliance with terms and conditions of contracts and ensure timely submission of technical progress reports and performance metrics Analyze price and cost elements of the proposed change(s) and obtain audits when required Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems Resolve problems that limit competition and modifies clauses that discourage potential offerors Execute post-award contract performance management actions on assigned contracts Prepare final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives NOTE: Must acquire SAT warrant within 1 year of hire. Requirements Conditions of Employment Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Areas of Consideration: CAT 4 Individuals eligible for membership in the New Jersey National Guard Military Grades: 2nd Lt/O-1 to Maj/O-4 Security Clearance Must be able to obtain a Secret Clearance within 1(One) Year of appointment. Additional Employment Requirements: Participation in direct deposit is mandatory May be required to successfully complete a probationary period Federal employment suitability as determined by a background investigation Males born after 31 December 1959 must be registered for Selective Service Qualifications General Experience: All series personnel must be certified at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Specialized Experience: Must have at least 12 months of broadening contracting experience equivalent to at least GS-1102-11 level that provided full competencies of contracting principles and procedures that included the following activities: Developing and Negotiating positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. Defense Acquisition Workforce Improvement Act Certification Appointment as a GS-1102-12 is dependent on level 2 completion and supervisor concurrence. NOTE: Must acquire SAT warrant within 1 year of hire. Education 1. A four year course of study leading to an undergraduate degree with a major in any field; and: 2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided: The education requirements listed above apply to individuals who initially entered -or- will enter the dual status technician program, GS-1102 positions, on/or after October 1, 2000. Current dual status technician personnel, who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on/or before September 2000, are also exempt from meeting this requirement. The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce. Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS-1102 career field. Initial hire applicants must complete the certification requirements for the position within 24 months of selection. Those current on-board GS-1102 technician employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant positions using Merit Principles. For current on-board GS-1102 technician employees, if prevented from completing mandatory courses under no fault of their own, the technicians must complete the certification requirement within 24 months of selection. NOTE: Must acquire SAT warrant within 1 year of hire.
