Duties Description The incumbent of this position will report to the Procurement Contracts Unit within the Office of Administration and Finance. Under the general direction of a Contract Management Specialist 3, the incumbent's duties will include, but not be limited to: •Manage all aspects of employee supervision, including assignment delegation, CMS 1 work product review and correction, workload management, training and development, time and attendance, and performance plan evaluations. Demonstrate positive work attitude and encourage such attitude in staff, colleagues and peers. •Oversee and manage all aspects of the procurement process from initiation to contract execution and administration, coordinating all steps in compliance with all applicable laws and procurement guidelines. •Draft, review and evaluate solicitations and all related procurement documents including but not limited to contract reporter advertisements, request for qualifications, request for comments, solicitation of interest and evaluation tools. •Participate in the development of sealed competitive solicitations, piggybacks, and single/sole source procurements above the discretionary threshold for fixed term contracts, as well as emergency contracts. •Review procurement records prepared by CMS 1 to ensure the record is complete and all procurement policies, procedures, regulations, and laws were followed. •Liaise with DHSES Legal, senior management and program, draft and review communications with vendors, program areas and executive staff. •Ensure that all policies are consistently kept up to date to reflect changing laws and policies, and that any changes are disseminated through the agency, providing technical assistance to personnel when needed. •Coordinate and lead various types of meetings, including statement of work development meetings, procurement kickoff meetings, fact-based negotiations, procurement review meetings, vendor debriefings and trainings. Prepare for meetings, as necessary, by scheduling rooms/videoconferences, reviewing documents, and preparing agenda. Track action items and perform follow up with participants as required. •Prepare and process contract agreements and all documentation and justification necessary to obtain the necessary approvals of control agencies, shepherding the contract through the approval process and engaging stakeholder involvement. •Represent DHSES State Finance during Emergency Operations Center activations related to emergencies and disasters, assisting with fiscal work during emergency response. •Coordinate and oversee goal setting activities for the DHSES Minority, Women-owned Business Enterprise (MWBE) program as well as the Service-Disabled Veteran Owned Business Program (SDVOB). •Review budget modifications and contract amendments to determine the impact on the contract and ensure adherence to applicable statutes, executive orders, and policies. •Liaise with internal and external stakeholders, draft and implement policies and standard operating procedures that are consistent with DHSES and State goals and ensure compliance with applicable statutes, executive orders, and existing policies. •Prepare reports, analysis and correspondence to senior management and other internal stakeholders.
Minimum Qualifications REASSIGNMENT/TRANSFERCurrent New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.
