Contract & Finance Specialist

The Graduate Medical Education (GME) Contract and Finance Specialist is in charge of the negotiation and preparation of medical education affiliation agreements for the placements of all fellows, residents, and medical students at AHC, AMG and Dreyer sites; as well as for Advocate residents to participate in outside rotations and all Physician Assistant student education contracts for placement at Advocate hospital sites.    This position also is responsible for the direction and oversight of all matters related to GME reimbursement and for the generation and collection of all affiliate billing for rotating medical students.

Major Responsibilities:
Contract Responsibilities

Educates and serves as a system resource for sites and department personnel on matters related to medical education contracting.In conjunctions with the CAO and the Senior DME, is responsible for initiating and executing the annual Undergraduate Medical Student Attachments for the 3 primary affiliated medical schools.Responsible for developing and maintaining a rotation/preceptor data base for each participating site for all system Master Physician Assistant Affiliation AgreementsIn conjunction with the CAO and Senior DME establishes policy/ protocol for tracking all medical education agreements and PLA’s.Responsible for establishing contract tracking as per policy/protocol, educating/orienting sites and programs and conducting on-going monitoring to insure compliance.In conjunction with the CAO and the Senior DME, initiates, reviews, negotiates and executes system and hospital specific Medical Education Affiliation Agreements and any related Subordinate Agreements or Program Addendum. • Includes medical students, residents/fellows and Physician Assistant students. • Includes Advocate teaching and non-teaching hospitals as applicable, AMG and Dreyer Clinic. • Partners with legal and risk departments in final review, as necessary • Assures compliance with all regulatory and accrediting bodies • Initiates and/or reviews for approval any requested contract amendments or addendum • Insures affiliation agreement are compatible with Advocate CAP allocationsIn conjunction with the CAO and the Senior DME initiates, reviews, negotiates and executes all Advocate Department of Medical Education system wide agreements e.g. MedHub AgreementDevelops templates for Program Letters of Agreement (PLA) to be used by Advocate residency programs when a full medical education affiliation agreement is not warranted. • Educates sites and programs on use of PLA’s • Develops template for PLA amendments as required e.g. new Program Director • Updates templates as needed to insure compliance with regulatory and accrediting bodies. • Serves as resource to sties and programs for questions or concerns • Reviews and approves all PLA’s prior to signatureReviews/ Updates/ Develops template of annual Resident Agreement for Advocate Graduate Medical Education Committee for review and approval. • Assures compliance with all accrediting bodies applicable to Advocate sponsored and administered residency programs: ACGME, AOA, CODA and CPME • Once approved, implements the execution of all Resident Agreements from the central medical education office each academic year. Distributes to resident and sites for signature. Tracks completion • Responsible for generating any requested amendments and/or addendum


Graduate Medical Education Finance Responsibilities

Oversees the preparation and monitoring of the annual IRIS report. Submits to Advocate Director of Medicare Reimbursement as part of Advocate’s annual cost reporting process for Medicare reimbursement of residents and fellows.Based on annual IRIS report, maintains Resident FTE/CAP 3 year tracking data base to insure site compliance with Advocate policy regarding funded and unfunded resident FTE’s.Oversees the annual aggregate agreement process to allocate CAP across all teaching sites in order to maximize reimbursement. Works cooperatively with Advocate Director of Medicare Reimbursement to maximize reimbursement and maintain capitated resident position levels.Responsible for the billing and collection of all medical student fees as per affiliation agreement(s) • Verifies student rotations; resolves questions or issues • Generates invoice (quarterly and semi-annual) • Deposits and tracks payments • Annual report to CAO and SR Director of total collection by school and Advocate sitePrepares impact analysis on proposed federal reimbursement changes related to medical education for Advocate.Educate site and department personnel on federal and state funding issues and impact on medical education for Advocate.Tracks cost relative to benefit using standardize approach at all hospitals for all internally and externally sponsored programs.


Other Duties and Projects as Assigned

Education/Experience Required:
BA 3 years’ experience in contracts and finance.

Physical Requirements and Working Conditions:
Occasional odd or extended hours to meet deadlines. Attend meetings as required. Ability to travel.
