Background:


Lebanon’seconomic, political, and social contexts have been significantly impacted bymultiple, concurrent crises since 2019. Already experiencing a financialcrisis, a massive explosion in the Port of Beirut (POB) in August 2020 causedconsiderable loss of life and injury, displacement, physical damage toinfrastructure, and further affected the country’s economic standings. TheCOVID-19 pandemic and political deadlock worked to further deepen this crisis.Consequently, Lebanon's overall socio-economic welfare has significantlydeteriorated, impacting various segments of the population including, but notlimited to, the host community, internally displaced persons, forciblydisplaced individuals, and migrant workers. Within this context, thenon-governmental organization (NGO) sector has been an essential lifeline forvulnerable groups, providing them with critical social services and supportingtheir immediate- and longer-range social recovery needs while national systemsremain unable to fill these gaps.

SinceNovember 2012, the IRC Women’s Protection and Empowerment (WPE) programestablished its women and girls’ safe spaces (WGSS) in Lebanon and partneredwith local organizations, to respond to and prevent Gender Based Violence(GBV).  The WPE Program aims atincreasing access of women and girls to psychosocial and case managementservices and enable communities to identify and mitigate safety and securityrisks faced by women and girls. All programming is implemented usingsurvivor-centered approaches that prioritize confidentiality, dignity, safety,and respect.

ProjectDescription:

Support forSocial Recovery Needs of Vulnerable Groups

The projectwill focus on reducing vulnerabilities of groups who are identified to besignificantly impacted by Lebanon’s enduring social, economic, and politicalfragility: (i) survivors of Gender-Based Violence (SGBV); (ii) those sufferingfrom deteriorated psycho-social wellbeing; (iii) and/or those facinglimitations related to being a person with disabilities and older persons. Theproject’s scope will entail providing grant financing directly to a selectednumber of NGOs, to enable them to provide social services to reducevulnerabilities in these groups while strengthening their capacity toparticipate in the broader social recovery and reconstruction process.

The WorldBank has selected the IRC to act as the Project Implementing Agency toimplement the Supporting Lebanon’s Immediate Social Recovery Services project.The IRC will take on project management, grant provision and/or procurement ofservices from NGOs and will be responsible for the fiduciary supervision of theselected NGO partners, in addition to improving their environmental and socialsafeguards capabilities.

Scope of Work:

The WPE CapacityBuilding and Partnership Consultant will be responsible for the development andimplementation of capacity building plans to increase IRC’s local partners’knowledge and skills to deliver quality GBV response and prevention services.They will act as the main focal point for the local partners that IRCidentifies and works with and will monitor the progress of capacity buildingefforts to ensure they are able to deliver quality GBV programming.

Deliverables:

1. Training andCapacity Building:

Design and facilitate trainings on technical development topics, including GBV case management, GBV core concepts,GBV Information Management System (GBVIMS), community mobilization, focused psychosocial support (PSS), and related areas.Prepare and provide all necessary requirements for successful training sessions in a timely manner, including material, equipment, venue and transportation.Revise and update training materials, modules and tools, as well as develop facilitation guides and supporting resources.Submit proper documentation of all trainings and capacity building sessions, including attendance sheets, training reports, trackers,  and training database.

2. PartnershipDevelopment and Management:

 Serve as the primary liaison for assigned local partners, ensuring ongoing communication and collaboration that fosters a relationship built on mutual trust and respect.In collaboration with the WPE Senior Manager, develop and submit a comprehensive capacity-building plan for local partners, informed by a structured needs assessment and consultation process.Conduct regular meetings and coaching sessions with local partner staff to share updates, discuss implementation progress, and provide technical input and expertise.Use agreed-upon tools to monitor the quality of project implementation by local partners and provide recommendations to address identified gaps.Support the development of local partners’ workplans with clear milestones and performance benchmarks, and track progress against them.Maintain proper documentation of all activities related to local partners.Provide regular feedback to local partners’ focal points on the capacity building process and the quality of implementation.Provide regular progress updates to IRC focal points, including the WPE Senior Manager and Capacity Building team, ensuring alignment with broader program objectives.Submit a final consultancy report summarizing achievements, challenges, and recommendations for sustainability and continued capacity strengthening.

Below is a tableoutlining the consultant's key deliverables. The Consultant will develop a Specific,Measurable, Achievable, Relevant, and Time-bound (SMART) work plan incoordination with the WPE Senior Manager and the Project Lead prior to thecontract signature, to agree on clear milestones

Training Design and Facilitation

Design and deliver trainings on GBV core concepts, case management, GBVIMS, community mobilization, and focused PSS, tailored to the needs of target audiences.

Training Materials Package

Revise and adapt training materials, modules, facilitation guides, and supporting resources for all sessions

Training Logistics Management

Coordinate all training logistics, including materials preparation, equipment, venue booking, and transportation arrangements, ensuring timely delivery.

Training Documentation Package

Submit attendance sheets, pre/post-tests (if applicable), training reports, and update the training database and trackers after each session


Capacity Building Plan

Co-develop a comprehensive, tailored capacity-building plan for each local partner, based on a participatory needs assessment.

Partnership Coaching Sessions

Conduct regular one-on-one or group coaching sessions with local partner staff, with session summaries and action points documented.

Quality Monitoring Reports

Use agreed-upon tools and site visits to assess quality of partner implementation; submit monitoring reports with specific recommendations for improvement.

Partner Workplans and Tracking

Support local partners in developing detailed workplans with milestones; track and report on implementation progress.

Partnership Documentation

Maintain a complete record of all meetings, coaching sessions, capacity building activities, and communications with partners.

Feedback Memos

Provide written feedback to partner focal points summarizing capacity-building progress and technical support provided.

IRC Progress Update

Submit weekly updates to the WPE Senior Manager summarizing key activities, challenges, and next steps.

Final Consultancy Report

Deliver a comprehensive final report summarizing all deliverables, achievements, lessons learned, and recommendations for sustainability and next steps.

Minimum Qualifications:

The WPE Capacity Building and Partnership Consultantis expected to have directly relevant experience in community-based GBVprogramming, particularly in emergency or high-risk settings.

Bachelor’s Degree in Social Work, Psychology, Social Sciences, Public Health, Human Rights, or a related field.2 to 3 years of professional experience in community-based GBV programming, preferably in an emergency context.Proven experience working with a diverse range of local partners, with a strong understanding of gender, human rights, and issues related to violence against women and girls.Demonstrated expertise in facilitating trainings and workshops with GBV partners.Experience in coaching and mentoring staff or volunteers on technical GBV-related topics and supporting vulnerable groups.Prior experience and interest in the organizational development of small organizations is an asset.Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.Excellent command of English and Arabic, with strong reading, writing and speaking skills.Effective team player with experience working in multi-disciplinary and multi-cultural teams, leading and motivating group efforts, and networking across boundaries.Demonstrated ability to operate in complex and high-risk environments, managing the needs and expectations of multiple stakeholders.
