As part of its efforts to reinforce its national presence and pursue its advocacy goals, IRC Italy is launching a comprehensive national report that will present an overview of the migration-related situation in Italy in 2025. 
Context of the assignmentBuilding on IRC Italy’s recent asylum and reception publications, the report will aim to consolidate the office’s profile and support the formulation of programmatic and policy recommendations. The report will draw from key informant interviews (KIIs) and consultations with practitioners, NGOs and other stakeholders. 
Purpose of the assignmentThe Consultant will be responsible for conducting desk-based research, organizing and participating in consultations and KIIs, and drafting the report for IRC Italy. The report will analyze issues such as access to asylum and the territory, the situation of unaccompanied children, and other key topics in light of the EU Pact implementation and recent externalization policies. The Consultant will work closely with IRC staff to ensure the report reflects the organization’s vision and positioning.
SCOPE OF WORK
Specific objectives of the assignment• Conduct desk-based research • Map relevant practitioners, NGOs and stakeholders, organize and participate in consultations and KIIs• Draft and support in reviewing IRC Italy’s report• Ensure language, tone, and structure are aligned with IRC Italy’s advocacy and programmatic objectives, as well as broader organizational and departmental advocacy priorities
Deliverables• Drafting the report• Organization and participation in consultations and KIIs• Ongoing coordination with IRC Italy staff and additional RAI staff
TimeframeThe assignment will last 3 months.
Competencies and skills• Proven experience in policy analysis, report writing, and advocacy• Strong knowledge of EU migration and asylum frameworks, including the EU Pact and externalization policies• Understanding of the Italian asylum and migration context, including issues affecting unaccompanied children• Excellent written communication and editing skills in English and Italian• Ability to synthesize complex information for a broad audience• Personal qualities: collaborative, culturally sensitive, flexible, and detail-oriented
Agreement and payment termsThe specific details of the agreement, including the scope of work, timelines, deliverables, intellectual property rights, and any other pertinent provisions, will be negotiated and outlined in the contractual agreement to ensure clarity, transparency, and mutual understanding between IRC and the Consultant.
