Position SummaryReporting to the Construction Manager, this position provides expertise and leadership in order to successfully develop and deliver capital construction projects. Also, to provide technical guidance, coaching and supervision to the Surveyor/Inspector and Project Coordinators. This position ensures effective and efficient customer service delivery and works in partnership with internal and external agencies including Public Works, Utilities Kingston, Kingston Police, Kingston Fire, Kingston Transit, as well as property owners and the public. This position is also responsible for research on new technologies, construction practices and techniques.
KEY DUTIES & RESPONSIBILITIES
Provides technical input and assistance in the development of capital construction projects:
Drafting project scopes and estimates
Drafting procurement documents and specifications
Performing quality control reviews to external project packages for both technical appropriateness and constructability
Oversee the inspection and administration of multiple capital construction projects:
Monitoring schedules and, budgets through the life cycle of the construction phase of capital projects
Resolving project issues both technical and political
Negotiating changes in the work or project scope in accordance with City policies
Coordinate with City communications and transportation for project specific messaging to internal and external stakeholders as well as the public
Coordination of Survey Resources
Manages equipment including providing life cycle replacement recommendations
Ensures that all survey requests are fulfilled in a timely and accurate manor
Develop and implement technical training material, inform employees of, and enforce departmental procedures including the facilitation of implementation and acceptance of change within the workplace
Provides technical engineering support to internal City and Utilities Kingston departments as required
Other duties as assigned
3 Year Civil Engineering Technologist Diploma
4-year Bachelors of Applied Science – Civil Engineering preferred
8 years of related design and construction experience in a unionized Municipal Infrastructure setting including 3 years of related Supervisory experience
10 years of related design and construction experience in a unionized Municipal infrastructure setting including 5 years of related Supervisory experience preferred
Registration with OACETT as a Certified Engineering Technologist (CET) preferred
Must demonstrate corporate values of Belonging, Collaboration, Accountability, and Innovation
Intimate knowledge and experience with OPSS and NSM construction specifications
Intimate knowledge and experience with contract administration of CCDC and OPSS contracts
Intimate knowledge of survey technologies, equipment, and processes
Working knowledge of TAC standards
Ability to oversee the construction administration of projects both during day and night shifts
Must have G license and transportation to attend construction sites within the City boundaries
Required to obtain and maintain a satisfactory criminal record check
