Role description:

The Construction Phase Services Manager (CPS Manager) for the Ontario Line, Rolling Stock Systems, Operations & Maintenance (RSSOM project is a leadership position responsible for overseeing all aspects of the project's construction phase. The CPS Manager oversees the construction phase of a project, ensuring it is completed on time, within budget and to the required safety and quality standards. The role involves a blend of technical knowledge, project management skills and strong interpersonal abilities to coordinate with a diverse range of and sometimes difficult internal and external stakeholders.

The CPS Manager's responsibilities are multifaceted, focusing on oversight, risk management, and communication to ensure the project is completed on time, within budget, and to the highest standards.

Role accountabilities:

In this role, you will be responsible for ensuring the successful delivery of construction projects by leveraging your expertise in reading and interpreting engineering drawings, technical specifications, and contract documents. You will administer construction contracts, ensuring all parties adhere to agreed schedules, budgets, and quality assurance plans. A key aspect of this role will involve managing the performance of sub-consultants and contractors, addressing claims, and overseeing day-to-day construction activities across assigned projects. Your ability to maintain effective communication and consultation with a wide range of internal and external stakeholders—including Federal, Provincial, and Municipal bodies, utility companies, and private entities—will be critical to success in this role.

You will play a pivotal role in coordinating with diverse Subject Matter Experts to address RFIs, shop drawings, ITPs, SIs, record drawings, and NCRs in a timely manner. In this capacity, you will liaise closely with the Engineering Design team to ensure robust construction controls, particularly during deep excavations, while carefully considering potential impacts on adjacent assets such as buildings and services. Acting as the focal point for Arcadis, you will represent the organization in interactions with clients, contractors, sub-consultants, and third parties. Additionally, you will provide management and oversight to a team of staff, consultants, and contractors, guiding and mentoring project personnel while ensuring effective risk and issues management processes are in place.

In this role, you will manage contractual changes, site risks, and related issues in collaboration with the commercial team, providing up-to-date status reports for internal and external use and escalating critical issues as needed. You will monitor compliance with engineering and design standards, technical specifications, and document control processes, while also providing technical input for project communications. Upholding strict adherence to health, safety, and environmental (HSE) regulations will be a top priority, as you work to maintain site safety programs and hazard controls. You will conduct site reviews and audits to ensure a safe working environment, monitor compliance with project specifications, and ensure adherence to applicable standards and codes.

Strong leadership, negotiation, and conflict resolution skills will be essential in this role as you manage stakeholder relationships and expectations. You will oversee the mitigation and escalation of conflicts while fostering collaboration among all project participants. By balancing technical expertise, stakeholder management, and risk mitigation, you will ensure the projects meet their objectives and deliver exceptional outcomes.

Qualifications & Experience:

Education: A degree in Engineering or Architecture, or a related engineering and construction discipline.

Experience: At least 5 years of relevant experience in capital project management and implementation. Experience in working on large, complex, multi-year transit or infrastructure projects will be considered an asset.

Professional Designation: Registration as a Professional Engineer (P. Eng.) or Architect (O.A.A.) in the Province of Ontario.

Problem-Solving: Strong analytical, problem-solving, and decision-making skills to address complex technical and stakeholder issues.

Technical Knowledge: Advanced knowledge of project management and change management practices, including work planning, risk management, and budget management. Familiarity with applicable legislation such as the Contract Law, Construction Liens Act, Occupational Health and Safety Act, and Environmental Assessment Act is also crucial.

Leadership and Communication: Proven ability to build and maintain strategic relationships, negotiate effectively, and manage multiple direct reports. Excellent interpersonal, oral, and written communication skills to present complex ideas clearly to diverse audiences.

The salary range for this position is $120,000 - $150,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
