Role description:
The Construction Phase Services Lead (CPS Lead) for the Ontario Line Pape Tunnel and Underground Stations project is a senior leadership position responsible for overseeing all aspects of the project's construction phase as a Design Consultant. The role is critical for ensuring various schedule milestones are met and to the highest standards of safety and quality. The CPS Lead will also ensure the CPS services are delivered within prescribed budget. The CPS Lead will manage complex project issues both technical and site-related, project risks, stakeholder relations, and will be accountable for contributing to the successful completion of this significant transit infrastructure project.
Role accountabilities:
In this role, you will provide senior leadership and oversight to a team of staff, consultants, and contractors. You will be responsible for guiding and mentoring project personnel while ensuring effective risk management and issues management processes are in place. Your extensive experience in contract administration will be critical in managing consultant and contractor performance, addressing claims, and ensuring schedule compliance, particularly in Public-Private Partnership (P3) contracts. While previous experience in Progressive Design Build (PDB) is an asset, your ability to implement and oversee processes will be vital to the success of the projects.
You will play a key role in building and maintaining strategic relationships, negotiating effectively, and managing multiple direct reports. Your excellent interpersonal, oral, and written communication skills will enable you to present complex ideas clearly to diverse audiences. In addition, you will manage and maintain effective communication and consultation with various internal and external stakeholders, such as Metrolinx departments, the City of Toronto, the TTC, government agencies, utility companies, and the public. Facilitating conflict resolution and managing stakeholder expectations will be essential components of your responsibilities.
As part of your duties, you will lead the analysis and management of changes, risks, and issues, ensuring timely escalation and resolution. You will also monitor and achieve objectives related to engineering, design standards, technical specifications, and document control, providing technical input for project and program communications. Upholding the highest standards of site safety and construction quality will be a top priority, requiring you to conduct site reviews and audits to ensure a safe working environment while meeting the project’s quality requirements. Through your leadership, you will contribute to the successful completion of initiatives while fostering collaboration and excellence across your team.
Qualifications & Experience:
Education: A degree in Engineering or Architecture, or a related engineering and construction discipline.
Experience: Demonstrated extensive experience (10 years and over) in capital project management and implementation, with at least five years of experience managing large, complex, multi-year transit or infrastructure projects.
Professional Designation: Registration as a Professional Engineer (P. Eng.) or Architect (O.A.A.) in the Province of Ontario or proof of registration within 12 months.
Problem-Solving: Strong analytical, problem-solving, and decision-making skills to address complex technical and stakeholder issues.
Technical Knowledge: Advanced knowledge of project management and change management practices, including work planning, risk management, and budget management. Familiarity with applicable legislation such as the Contract Law, Construction Liens Act, Occupational Health and Safety Act, and Environmental Assessment Act is also crucial.
Leadership and Communication: Proven ability to build and maintain strategic relationships, negotiate effectively, and manage multiple direct reports. Excellent interpersonal, oral, and written communication skills to present complex ideas clearly to diverse audiences.
