Duties Description Supervise, manage, and coordinate the hiring, training, and evaluation of both permanent and seasonal staff. Oversee maintenance duties and manage emergency first responder crews involved in flood protection projects and natural disaster deployments, ensuring readiness and effective response. Provide supervision and oversight of construction and building projects, ensuring adherence to timelines, budgets, and quality standards. Supervise the operation and maintenance of campgrounds and day-use areas within the Herkimer work circle. Prepare and submit detailed written reports summarizing operational activities, staff performance, and project statuses to upper management. Review and approve staff timecards to ensure accurate time and attendance submissions. Monitor health and safety compliance, providing training and resources to staff to foster a culture of safety in all operational practices. Ensure compliance with OSHA and PESH regulations, NYS fire codes, and maintain the Hazardous Communication Plan and regulatory checklists to promote workplace safety and environmental stewardship. Maintain timely collection and submission of vehicle reports, accident reports, fuel card logs, and purchase card receipts. Oversee purchasing processes, prepare purchase requisitions, and maintain accurate inventories of supplies and equipment necessary for operational efficiency. Routinely review and discuss work planning and coordinate regional program priorities to ensure work is accomplished. Monitor the progress and determine that timetables are being achieved and that the completed work meets the approval of the program. Review and document construction and maintenance activities performed by staff, JOC, and outside contractors and vendors, ensuring conformity to plans and contracts. May be required to transport heavy equipment and haul gravel.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).Open Competitive: Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following:Reassignment Eligible - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions.
