Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Aswan, and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.
Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”. Driven by the overall purpose of PII and anchored on Plan International core values, bolder commitment to gender transformation and feminist leadership, program quality and influencing and a more vibrant and efficient operating model.
DIMENSION OF THE ROLE
The purpose of this position is administering Sponsorship Communications (SC) and sponsorship funded program that maximize impact in the sponsorship target areas at the Program Area (PA) level. The position holder is expected to administer and monitor timeliness and quality of PA sponsorship communications and sponsorship programs to meet required standards and sponsorship commitments. Besides, s/he is also overall responsible for guiding the sponsored children, their families and communities to ensure their effective participation in the planning, management, monitoring and evaluation of the development interventions in their Programme Areas.
Closely ensure all absent sponsored children are accurately recorded by Data Clerks into SCCDR and reported into Child Data on time. Organize sponsor visits and produce a report on the visit and the entry into Child Data Monitor sponsorship data entry and ensure records are kept in line with Data Protection policy Supervise sponsorship staff to develop clear individual accountability plans and facilitate interim and annual staff performance Appraisal Coordinate PA level sponsorship phase-in and phase-out processes Management of the SPAD budget at the program area level Responsible for project design, overseeing implementation and monitoring in these relevant stages of project management while ensuring quality program delivery; Ensures integration as well as smooth teamwork within and across other programs (including sponsorship operation) at the program area level; Participate in the preparation of the PA annual budget, and prepare the sponsorship annual work plan and PO Monitor the adherence to safeguarding children and young people policies in all sponsorship communities Strengthening networking and collaboration with sponsored communities, families, association groups, government offices at Woreda level and the CSOs within the PA. Overall coordination of the alignment of sponsorship program and grants through including sponsorship communication activities in the annual plan of grant staff.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
1. Ensure PA’s sponsorship correspondence is in line with Plan International Child Safeguarding policy and procedures (20%)
Documentation and records of PA incoming and outgoing items by ensuring quality and timeliness Supervise Data entry clerks and Community Development Facilitators and ensure all activities are performed timely and accurately Ensure NOIs received are timely recorded and responded to, and reported in monthly and quarterly sponsorship reports Coordinate and facilitate the exchange of letters and gifts between Sponsors and Sponsored children Control the receipt and dispatch of communication from CO/NOs to field and vice versa Orient the sponsorship communities on the sponsorship business by designing training materials Responsible for sponsorship programs alignments roles at community, district, and regional level Consolidates weekly, monthly and quarterly PA sponsorship reports and provide highlights on the analysis of the reports Review SC from Community Development Facilitators (CDFs) to check for compliance and coordinate the update of Sponsored Children (SCs) files along with CDFs every year Monitor Sponsorship Communication Updates (SCU) and Sponsorship Communication Introduction (SCI) production processes for CDFs in the PA. Build the Capacity of CDFs to be able to build the capacity of Community Volunteers2. Management of PA Case Load and Ensure Child Data are Accurately and Timely Recorded in the System (20%)
Coordinate all Child Data entry for sponsors and sponsored children communications Ensure all items are considered and entered into the system in accordance to the required standard. Ensure sponsored children supporting documents (TO DO LIST) are prepared and distributed timely. Generating and analysing sponsored children data from Power BI and used for programmatic planning Receive and check communication items produced by CDFs each month Ensure new quota, cancelation and replacement are timely organized and processed Ensure the enrolment of girls to meet global target of 70 percent Ensure all items are organized and processed into Child Data Ensure that CDFs are effectively and efficiently follow the localized enrolment criteria in the community Ensure the process of eligible families are enrolled properly as per the business standard and the local context Ensure all items are reviewed for quality check. Responsible in the development of sponsorship corporate deliverables such as area documents SPAR (PAOs, PAUs), G/CMSC, VIG, AR, etc
3. Ensure child protection policies are adhered to (10%)
Ensure that child sponsorship information and photos are accessed only by authorized personnel Ensure that Sponsors understand and signs the child protection policy in advance before they visit the sponsored children Report all unannounced sponsor visits through required channels of reporting Ensure that all involved in sponsorship work are aware of child protection and sign child protection policy Ensure that communications items are 100% screened to protect sponsors and sponsored children
4. Security and Upholding Plan Values (10%)
Ensure compliance with security procedures and policies as determined by country leadership. Proactively ensure that sponsorship team members at PA operate in a secure environment. Create and sustain a work environment of mutual respect where sponsorship team members at PA strive to achieve excellence. Be a champion of Plan values and ensure all sponsorship team members at PA walk the values Shows respect for and sensitivity to cultural, gender and religious diversity.
5. Programme Design, Implementation and Reporting (35%)
Monitor equitable distribution of projects in sponsorship communities Ensure the maintenance and strengthening of linkages, networks and collaboration between Plan and sponsored families and their associations/groups, local government offices Capacitate program area staff in sponsorship and program through training, coaching and supportive monitoring Ensure the technical soundness, appropriateness and general quality in project design and planning Provide leadership in the project planning, implementation and ensure the alignment of sponsorship process with program implementation Prepare and develop annual work plans and project plans (SPAD) in consultation with appropriate stakeholders; Develop concept notes and proposals in collaboration with PA team, Thematic lead and Business Development team; Ensure Effective and efficient management of program and sponsorship budget through sound planning; timely phase-in and rephrasing in Ensure quality and timely reporting Ensure the mainstreaming of gender equity, disability inclusion and DRR in the program Ensure community-compliant response and feedback mechanize are put in place and well followed up. Engage children in project design and implementation for their fun and meaningful participation. Establish, maintain, develop and expand the partnership base with a wide range of partners at the regional and local level with Government, media and etc. Represent PIE in regional thematic networks and clusters to promote effective program implementation, create collaborative and positive partnerships and alliances, and influence policy that maximizes the impact of the country program.
6. Compliance to the Global Polices (5%)
Ensure program plans and achievement data are uploaded into PMERL system with its M&E framework Ensures that Plan International’s global policies for safeguarding children and young people and Gender Equality and Inclusion (GEIP) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring Plan and Partner’s staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Required experience and Qualifications
A bachelor degree in the areas of Social Work, Sociology, Development Studies or any related social sciences fields, postgraduate is desirable. Minimum of at least five (5) years of relevant experience in the INGO environment. Ability to work independently with minimal supervision Demonstrated experience in the management of integrated multi-sectoral projects.
