Commissioning & Startup Manager
Location: Site-Based (with potential for relocation or extensive travel)
Compensation: $185,000 – $225,000 annually, depending on experience
Seeking an experienced and hands-on leader to manage the commissioning and startup of a major wastewater treatment plant, with oversight responsibilities for additional large-scale municipal infrastructure projects valued in the multi-billion-dollar range. This role requires extensive knowledge of instrumentation, control systems (SCADA/I&C), and direct leadership over a diverse technical team. Ideal candidates will have at least 15 years of experience and the ability to manage dotted-line relationships with over 30 personnel. Travel, including international assignments, may be required.
Key Responsibilities:Oversee commissioning and startup activities for complex water/wastewater infrastructure projects
Develop and implement strategic plans for construction sequencing and startup execution
Lead a multidisciplinary commissioning team (10+ personnel), including mentoring and development
Ensure all commissioning activities are performed in compliance with safety standards and regulations
Serve as a key site-based leader, ensuring smooth coordination with internal project teams and external stakeholders
Prepare and manage commissioning budgets, timelines, and resources
Review technical specifications and project documentation to inform commissioning plans
Develop and manage system startup procedures, testing protocols, and commissioning checklists
Coordinate with vendors, clients, and subcontractors to support seamless system integration and operational readiness
Provide operator training materials and hands-on instruction for equipment and processes
Ensure accurate documentation, as-built records, and input into operations & maintenance manuals
Support knowledge transfer and feedback loops for continuous improvement
Contribute to the planning and execution of future projects, including team mobilization and strategic oversight
Maintain and champion a safety-first culture on site
Represent the company and project teams in a professional and collaborative manner
Remain adaptable to shifting priorities, emerging technologies, and changing field conditions
Qualifications:Education & Experience:
Bachelor’s degree in Engineering, Construction Management, Science, or related field
15+ years of experience in commissioning, startup, or plant operations
At least 5 years in a team or project management capacity
Significant experience in large-scale wastewater projects (100+ MGD capacity preferred)
Familiarity with asset management systems such as Maximo
Technical Skills:
Strong knowledge of SCADA, PLCs, I&C systems, and P&ID interpretation
Experience developing commissioning plans, SOPs, and operator training programs
Proficiency with Microsoft Office (Word, Excel, Project), Bluebeam, Smartsheet, and SharePoint
Ability to interpret technical manuals, schematics, and engineering drawings
Deep understanding of safety regulations, hazards, and best practices in industrial environments
