**Job Overview:**
Reports to the Commissioning Manager and assist planning and execution of a safe and efficient Pre-commissioning, Commissioning, Start-up and Performance Testing of the facility to achieve the plant’s production and performance objectives and McDermott’s contractual objectives. Leads the coordination and implementation of all instrument commissioning requirements on the project. Responsible for the execution of the plant instrument pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan. Development of programs, procedures and activities necessary for the safe and efficient commissioning, repair, and maintenance of all plant instrument equipment on a Central Processing Facility in Africa.Knowledge of OPERCOM and ICAPS on a large oil & gas project is a plus.
**Key Tasks and Responsibilities:**
+ Work collaboratively within the Project team and with Client to maintain positive relationships.
+ Oversee pre-commissioning activities including pre-energization checks for instrument equipment within his area of responsibility, and repair and refurbishment of instrument equipment during commissioning and operations as required.
+ Manage commissioning activities on instrumented systems and equipment packages for test runs and performance tests within his area of responsibility.
+ Responsible for developing and implementing an overall Loop Testing program for the facility.
+ Responsible for the population and content of the Loop Folders.
+ Responsible for the development of pre-commissioning and commissioning procedures and testing programs for instrument equipment and systems.
+ Responsible for liaison with equipment manufacturers and suppliers for instrument pre-commissioning, commissioning and repairs procedures for instrument equipment / packages as required.
+ Develops work plans for execution of instrument pre-commissioning and commissioning activities.
+ Develops Safe Work Practice Procedures for all instrument maintenance activities.
+ Provides instrument input to the Commissioning Schedule.
+ Provides instrument input to scope of work subcontracted packages as required.
+ Provides instrument input for Spares, Consumables and Tools.
+ Liaise with the Systems Completion Manager for systemisation of loop packs and validation of the instrument data in the completions database.
+ Review the instrument content of the pre-commissioning and commissioning dossiers in accordance with project requirements.
+ Interface with the E&I Sub-contractor on site for all Pre-commissioning activities.
+ Plan daily activities based on schedule requirements, procedures, and available work fronts.
+ Coordinate the issue of PTW and job safety analysis.
+ Review interfaces with instrument equipment and piping for coordination of Gross Air Leak Tests, and Commissioning Leak tests.
+ Work with Vendors and assist in vendor coordination for SAT’s and initial start-up.
**Essential Qualifications and Education:**
+ Have pre-commissioning, commissioning and start-up experience as an instrument lead or equivalent, on at least 3 major EPC projects in the oil and gas industry.
+ 5+ years’ previous experience with instrumented equipment and PLC systems in the oil & gas industry.
+ Experience of Fire & Gas Detection, MMS, LDS, Analyser & Sampling, Tank Gauging and HIPS.
+ Previous experience of Schneider ICSS would be useful.
+ Familiar with codes and standards of API, ASME, ASTM, EEMUA, EN, IEC, ISA, ISO and NFPA.
+ Demonstrates a broad technical knowledge of construction and completion activities.
+ Able to effectively communicate technical solutions and concepts to other engineers and non-engineers.
+ Must have strong English communications skills, both oral and written. Second language is a plus.
+ Must have excellent computer software skills in MS Office suite as a minimum.
+ Must have good Presentation skills for meetings with Engineering and Client.
+ Must have excellent organizational skills and be adaptable to various needs of various discipline groups.
