Yes County Albany Street Address Empire State Plaza, Agency Building 1 City Albany State NY Zip Code 12239 Duties Description Commission Operations reviews, analyzes, and provides recommendations on matters presented to the Civil Service Commission, providing an independent assessment on a wide range of state and local requests. As State agencies continue to adapt and modernize, this position will help ensure all requests are reviewed and processed in a timely fashion, particularly on the matter of appeals. The Civil Service Commission (CSC) is an independent body that hears and determines appeals submitted by candidates, state employees, state agencies, or state employee unions, who object to final determinations made by the Department of Civil Service. The Commission Operations Analyst 1 (Civil Service), G-18, will report to the Commission Operations Analyst 2 (Civil Service), G-23 and will play an integral role as part of an office with growing responsibilities. Specific duties include, but are not limited to: • Serving as the liaison for Commission Appeals, Commission Meetings and Internal Controls.• Completing initial processing. • Setting up files.• Assigning case numbers.• Maintaining logs and updating regularly.• Communicating with appellant, divisions, agencies, and higher-level staff on status updates. • Preparing and mailing out scheduling letters.• Preparing attendee listings for appeal, commission and internal control meetings. • Setting up meetings.• Preparing appeal material.• Attending appeal meetings. • Preparing and/or assisting in decision letters (depending on appeal).• Moving decision letters through all the various approvers. • Finalizing and completing appeal files. • Making arrangements with the Media Services Center (MSC) for monthly meetings a year in advance. • Reviewing payment for MSC and informing Manager if all is in order and okay to approve. • Filling out, saving and submitting a MSC webcast request form each month to MSC (also a copy of agenda and attendee listing).• Attending kick-off meeting for Internal Controls.• Maintaining contact for the office.• Adhering to deadlines and keeping staff informed • Organizing Internal Control folders and preparing for staff what is to be tested.• Reviewing and submitting final documents.• Serving as back-up to the Commission Operations Analyst 1 and may perform the following:o Proofreading and signing prepared acknowledgement letters for jurisdictional classification requests.o Updating Access database for jurisdictional classification requests. o Assisting in the maintenance of all Commission records. o Assisting in managing paper and electronic filing systems using various information technology applications such as email, database, and word processing applications. Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: Six years of experience providing professional administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume.
