Job Description:

Parsons is seeking a highly experienced Commercial & Contracts Manager (Settlement Manager) to join our team for a major aviation program in the European Union (EU).

POSITION OVERVIEW:

Provides leadership and management of all commercial and contractual activities across a major aviation program in the EU. The Commercial & Contracts Manager will be responsible for managing contracts, claims, costs, changes, and settlements, ensuring compliance with contractual obligations and alignment with client and program objectives.

This position requires extensive experience in contract administration and commercial management of large-scale construction or infrastructure projects, with proven delivery of projects exceeding EUR 250 million in investment value.

SPECIFIC RESPONSIBILITIES:

Lead and manage all contract administration activities, including claims management, cost monitoring, and contract settlements across all program packages.Ensure compliance with program-wide commercial and contractual obligations, protecting company and client interests.Draft, review, and negotiate contracts, subcontracts, variations, claims, and amendments.Oversee the evaluation and settlement of claims, disputes, and contractual changes.Provide commercial advice and support to program leadership, project managers, and stakeholders.Manage cost forecasting, budgeting, and reporting for construction and infrastructure packages.Ensure all commercial processes align with EU legal frameworks, procurement regulations, and best international practices.Administer contract change processes, ensuring scope, time, and cost impact properly evaluated.Support risk identification and mitigation strategies from a commercial and contractual perspective.Represent the program in negotiations with contractors, consultants, and third parties.Mentor and develop commercial staff, ensuring consistent application of contract management standards.Prepare regular reports on commercial status, risks, and opportunities for program leadership.

EDUCATION/EXPERIENCE:

Bachelor’s (Master’s degree preferred) in Law, Quantity Surveying, Construction Management, Engineering, or related field.At least 15 years of experience managing projects, contracts, costs, changes, or claims in construction investment projects.Proven track record as Contract Engineer, General Contractor, Settlement Manager, or equivalent, delivering at least one construction, industrial, or infrastructure project with a minimum investment value of EUR 250 million (net).Strong knowledge of contract law, FIDIC or equivalent contract forms, and EU procurement regulations.Native Polish speaker or Fluent in Polish (mandatory).Strong command of English for contract negotiations, reporting, and stakeholder engagement.Professional certification (MRICS, FRICS, FIDIC accreditation, or equivalent) preferred.Proven experience of EU or international aviation/infrastructure procurement regulation.

SKILLS/COMPETENCIES:

Expert knowledge of contract law, claims management, and commercial settlements.Strong negotiation and dispute resolution skills.Excellent cost control, forecasting, and financial reporting abilities.Proven leadership in managing contracts on large-scale EUR 250M+ projects.Strong communication and stakeholder engagement skills in Polish and English.High attention to detail, with ability to identify risks and opportunities early.Strong analytical and problem-solving skills for complex commercial issues.Ability to mentor, train, and manage commercial and contracts teams.
