Executes the laws relative to the distribution of water in accordance with the rights of priority of administration; trains, advises and directs staff in regards to proper procedures, Wyoming water law, agency rules and regulations. Participates in high level policies and planning efforts conducted by the agency, along with other duties as assigned by the Superintendent. This position is At-Will and appointed by the Governor, pursuant to Wyoming State Statute 41-3-602 and 9-1-202. Human Resource Contact: Rachael Reinhardt 307-777-6143rachael.reinhardt2@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Serve as lead contact for the Green River Basin streamgage/ditch measuring network and supervises record processing and quality control. + Ensures measuring devices and headgate compliance + Researches water rights and ownership to prepare orders for the Superintendent’s signature. + Maintains the inventory of agency assets and enforces the annual maintenance of inventory. + Manages a large data network within the Green River Basin and acts as a resources advisor to the Superintendent and division staff regarding this data. + Attends meetings and hearings as related to the Green River Basin in the place of the Superintendent as directed. + Counsel and confers with the Superintendent on technical matters regarding field hydrographic methods and projects. + Assists the Superintendent with drafting policies and budgetary issues. + Develops, counsels, evaluates and when necessary, disciplines subordinate employees and ensures compliance with agency and human resources policies and procedures. + Conducts detailed inspections of water use facilities, structures and land as well as irrigation facilities under water rights permits for permit compliance and adjudication. + Completes technical inspection of reservoirs for dam safety. + Responsible for public presentations to instruct and inform the public and other agencies of laws, policies, rules and conditions governing water administration. + Assists the public with water right applications and petition information and will write letters of explanation when necessary of the results of water right searches and/or water law searches. + Respond to public requests for inspection of irrigation systems or structures, measuring devices, gaging stations and reservoirs. + Regulates and controls the storage, direct flow and use of water under all permits approved by the State Engineer and rights of appropriation which have been adjudicated by the Board of Control or the courts. + Responsible for tracking and accounting the ownership of dynamic systems of water supply and water use within the division and how it is applied to the multitude of different water rights at any point in time. + Serves as a mediator for water rights disputes as a liaison between appropriators and hydrographer commissioners when needed. Qualifications PREFERENCES: Preference will be given to applicants with a Bachelor's degree in civil engineering (water resources), hydrology, watershed sciences, agricultural engineering or other natural resources field plus four years of work experience in water resource management. KNOWLEDGE: + Knowledge and ability to apply Wyoming water law, rules, regulations, policies, procedures and business practices of the State Engineer's Office and Board of Control. + Knowledge of water rights filings and change request procedures + Knowledge of water measurement techniques, practices and equipment + Knowledge of irrigation principals and practices, including the land survey system. + Skills in interpersonal communications both written and verbal + Ability to collaborate and develop relationships with subordinates to facilitate the accomplishment of goals set for the agency and the division + Build strategic relationships among external groups and people and facilitate difficult and complex situations when presented. + Achieve resolutions that adhere to laws and/or rules and regulations and convey this information clearly and concisely to groups or individuals verbally, electronically or in writing. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in The Sciences) Experience: 1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal OR Education & Experience Substitution: 4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: Position requires the physical ability to hike, lift, wade water, snowmobile and drive all terrain vehicles and work in unpredictable and inclement weather conditions in remote areas while working alone. Position requires extensive travel, often for multi-day periods, up to 30% of the time. NOTES + FLSA: Exempt + Successful applicants are required to pass a background investigation.
