Code Enforcement Technician Intermediate
Code Compliance Officer II is an intermediate-level position in the Code Compliance Officer Series classification. Employees in this class demonstrate ongoing mastery of the technical duties necessary to execute the requirements of the City’s code compliance programs and can easily manage the routine requirements of the position. Employee demonstrates the necessary problem-solving skills to manage most circumstances that may arise in the daily performance of monitoring and enforcing zoning, building, property maintenance, noise, abandoned vehicle and other codes and ordinances designed to protect the health, safety and welfare of the residents, and the general quality of life. The employee serves as a resource and provides information on City regulations to property owners, residents, businesses, and the general public, along with other City departments and divisions. With demonstrated competency and familiarity with managing routine processes and job duties, employee is expected to occasionally cover the duties of the Code Compliance Manager during planned and unplanned absences. Employee may, with adequate training, satisfactory performance evaluations, competency in executing the routine job duties, sensitivity and insight to manage unique situations that may require good judgment and tact, master the skills necessary to advance to the next higher-level class, Senior Code Compliance Officer. Essential Duties and Responsibilities * Enforces City codes and ordinances pertaining to nuisance and land use. * Responds to citizen concerns and complaints and City Council requests. * Schedules and performs systematic property maintenance inspections to maintain or achieve minimum standards. * Prepares records and reports pertaining to abatements, court actions, daily activities, enforcement actions and inspections. * Compiles documentation for and issues summons, administrative citations, request for abatement hearings and any other court action with approval of supervisor. * Testifies in municipal court as required. * Attends neighborhood meetings to discuss and educate citizens about City codes. Performs other duties as required or assigned * Two (2) years experience in code enforcement- / compliance-related work including conducting investigations, conducting research, and resolving complaints, concerns or conflicts. * Ability to read, interpret, and explain City codes and site plans, maps, and work plans. * Handle sensitive or stressful situations with tact and diplomacy; communicate effectively both orally and in writing; make presentations. * Current state motor vehicle driver’s license required. * Must be capable of personally driving a company vehicle in the performance of the duties contained herein. * Obtain state certification from Colorado Association of Code Enforcement (CACEO), as soon as course is offered. Ideally you’ll have: * Associates degree in Fire Technology, Environment Studies, Chemistry, Law Enforcement, Construction Technology, Planning, Public Administration or a closely related field. * Five (5) years of experience in the code enforcement / compliance field. * Knowledge of general construction practices, procedures and requirements; knowledge of dispute resolution techniques and methods. * Ability to establish and maintain effective working relationships with elected officials. Working Conditions Work is in an office setting and a field environment; required to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicle; and to verbally communicate to exchange information.
