Clinical Quality Improvement Consultant (RN)
The primary purpose of the Clinical Quality Improvement (CQI) Consultant position is to provide clinical and quality improvement expertise to quality and safety councils, programs and projects to ensure systems are safe, timely, effective, efficient, equitable and patient centered. The position leads and facilitates process improvement teams related to the clinical work systems and processes within the Institution. Support is provided through the application of effective Project Management strategies and Quality Improvement methodologies and tools in order to establish project definition, assessment of the problem, data driven focus for improvement, and a targeted timeline of deliverables. The position participates in the analysis of clinical quality measures in alignment with the Institutional Quality Assessment and Performance Improvement (QAPI) Committee and Institutional Patient Safety Council. The position provides educational content and delivery of training in basic and intermediary quality tools and strategies as needed.

JOB SPECIFIC COMPETENCIES
• Technical and Clinical Expertise
· Utilizes Quality Improvement models, methodologies and tools to improve the quality of clinical care.
· Performs analysis of current state clinical work structure, processes and performance deltas to determine focus for improvement project.
· Identifies project measures using evidenced based best practices for benchmarking and to establish targets.
· Use quality tools such as frequency distributions, basic statistics, cause-and-effect diagrams, Pareto charts, process flow charts, check sheets, and control charts
· Demonstrates the ability to interpret and apply clinical data (e.g., LOS, readmissions, HAI rates, mortality indices, Patient Experience) to identify performance gaps, and recommend evidence-based solutions.
· Guides performance improvements to align with principles of high reliability.
• Project Management
· Consults and collaborates with Clinical Leaders, Quality/Safety Staff and Healthcare Systems Engineers to facilitate, coach, lead inter-disciplinary teams with performance improvement projects.
· Provides effective project management with project definition inclusive of:
• problem quantification, aim, measures, timeline and deliverables
• Baseline and post intervention data graphically displayed
· Meets project deliverables in accordance with target timelines.
• Develop project milestones and detailed workplans to ensure project success
· Contract with clients to ensure a mutual understanding of intended outcomes and roles.
• Work with multidisciplinary stakeholders to define current state processes
• Collaborate with these stakeholders to develop future state
• Design and execute on improvement plans
· Develop performance metrics, standards and methods to establish improvement success
• Ensure metrics are reachable, practical and, when needed, approved by organizational leadership
· Facilitate the collection of metric data from workflows and projects by utilizing sound methodology
• Develop data collection plans in collaboration with project stakeholders
• Analyze data using appropriate statistical and qualitative methods
· Escalate high-risk issues and trends to appropriate party for resolution
· Monitors for improvement sustainability utilizing outcome and process measures; 30, 60, 90 days post project summary
· Documents project progression and summary results via Department/Division Project tracking venues.
· Capture financial and ROI savings for project impacts
• Training and Change Management
· Provide educational content and delivery of training in quality tools and strategies
· Provide training in meeting/team facilitation, group process, creative problem solving.
· Act as a change agent for the organization and ensure that process improvement activity is being communicated, understood, and supported
· Maintain professional development by expanding knowledge base of methodologies and techniques

EDUCATION REQUIRED - Bachelor's Degree Healthcare or related field.

EDUCATION PREFERRED: Bachelor's Degree Nursing.

REQUIRED WORK EXPERIENCE - 4 years Experience in healthcare or related field.

PREFERRED WORK EXPERIENCE: 4 years Nursing experience with 1 year of QI experience.

LICENSES AND CERTIFICATIONS REQUIRED Upon Hire - RN - Registered Nurse - State Licensure or Licensure, registration, or certification in a medical or healthcare discipline.

PREFERRED LICENSES Upon Hire: CPHQ - Certified Professional in Healthcare Quality or CQIA - Cert Quality Improvement Assoc or CSSGB - Six Sigma Green Belt or PMP - Project Mgt Professional

This position may be responsible for maintaining the security and integrity of critical infrastructure, as defined in Section 113.001(2) of the Texas Business and Commerce Code and therefore may require routine reviews and screening.
