Job Summary:

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

In accordance with established standards, policies and procedures, the Clinical Nurse Coordinator provides overall operational direction to the Program.  Manages care/service within the Program’s philosophy, goals and available resources and is accountable for the effectiveness of care provided.  Provides full supervision to staff and evaluates performance, administers the budget and monitors expenditures, develops plans for continuing education programs, acts as a clinical resource, and coordinates the formulation, implementation and evaluation of program polices and procedures.

Duties/Accountabilities:

1.    Manages the overall operation of the Unit/Program and oversees the delivery of direct/indirect patient care within budgeted resources by reviewing resource allocation, implementing service plans, and coordinating bed utilization and discharge planning based on best practices and patient focussed care; administering the use of resources, administering and monitoring the budget, and checking disbursements and investigating discrepancies; coordinating on-going team planning, development, evaluation and quality improvement activities that facilitate team goal setting, problem solving, and collaboration; and monitoring unit activities, maintaining statistical records, and reporting on various activities of the program.

2.    Supervises staff including nursing, youth and family counsellors, and clerical positions through methods such as coordinating or delegating patient assignments, and developing rotations; approving vacation, short term leaves, and overtime; providing guidance and facilitating workplace solutions, monitoring clinical performance, and defining areas for improvement; collaborating with Program Manager, nursing leadership team, and interdisciplinary team members regarding unit and performance issues; providing input into staff educational needs and developing plans for continuing education programs in conjunction with the clinical instructor; and completing performance reviews and plans for assigned staff members, discussing evaluations and clarifying performance expectations with staff, and providing input to Manager on disciplinary issues.

3.    Acts as a clinical resource to nursing staff, youth and family counsellors, students, and other members of the interdisciplinary team by demonstrating procedures, promoting interdisciplinary collaboration, answering questions related to clinical practice issues, problem solving, providing clinical guidance and information on complex cases, anticipating potential concerns, and advising Program Manager of issues/concerns.

4.    Monitors the patient acuity and flow of patients on the nursing unit, to ensure that staffing levels match patient and unit needs.  Makes adjustments to the assignments to reflect changes in acuity.

5.    Coordinates the formulation, implementation and evaluation of the Program patient care standards and polices and procedures based on identified changes in patient populations and treatment approaches.  Collaborates with interdisciplinary care team members regarding quality improvement initiatives by making recommendations for projects.  Follows up on incidents concerning staff and patients and ensures critical incident stress debriefing sessions are held as required.

6.    Participates in the recruitment and selection of applicants for positions by screening applications, attending panel interviews, and selecting staff in conjunction with the Program Manager, and making recommendations to Program Manager regarding staffing plans.

7.    Provides input into the development, delivery and evaluation of orientation, in conjunction with other members of the health care team.  Facilitates transition to unit by ensuring orientation meets individual needs.

8.    Collaborates with the nursing leadership team and interdisciplinary team members in identifying learning needs of nurses and implementing educational strategies and programs.  Presents in-service educational sessions for staff as required.

9.    Assists the nursing leadership team and other resource nurses in promoting further education, by mentoring staff regarding educational opportunities, and models/mentors strategies for interpersonal conflict resolution with members of interdisciplinary health care team.

10.    Assists in the handling of employee relations issues including responsibility for up to step two of the grievance procedure and works with Program Manager toward resolution of issues.

11.    Manages change by meeting with staff to discuss issues affecting the Unit/Program.  Meets with the management team to review and discuss management and co-ordination of the units within the Program.

12.    Participates and facilitates rounds, clinics, and case conferences with health care personnel and families and collaborates with nursing staff by assisting in the assessment of patient problems and needs, planning and prioritizing of nursing interventions, and implementing and evaluating interventions.

13.    Provides information/recommendations to the Program Manager or designate regarding equipment and supply needs for budget planning purposes.  Ensures that equipment for the program is maintained and available as required.  Develops/follows processes for equipment purchase, maintenance and Quality Assurance monitoring.

14.    Assists the nursing leadership team and other members of the interdisciplinary team in the identification of researchable clinical patient care management problems.  Participates in research initiatives and projects related to patient care and/or nursing practices as requested, disseminates findings, and assists in applying and implementing research findings into practice.
15.    Represents the Program on external and internal committees as assigned and reports information back to the Unit/Program staff.

16.    Performs other related duties as required.

Qualifications:

Education, Training and Experience

• Current practicing registration with the British Columbia College of Nurses & Midwives (BCCNM).
• Baccalaureate in Nursing or Psychiatric Nursing.  
• Three (3) years recent tertiary experience in the child and adolescent mental health, including one (1) year recent experience in a supervisory/leadership capacity; or an equivalent combination of education, training and experience AND one (1) year mental health experience.
• Current CPR certification.
