Scope of work The scope of work is the part of a contract that describes the work to be performed by the contractor. A scope of work normally includes a short overview of the project, what actions the contractor will take in providing service under the contract, which IRC department or staff the contractor will be working with, and similar information. A scope of work should be written so it is clear what work will be done. Somebody who is not familiar with the project should be able to read the scope of work and be able to explain what a particular consultant is doing for IRC. The scope of work should answer the following questions:
a. What work is the contractor being hired to do?
b.What is expected of the contractor over the course of their work?

Le spécialiste de la santé mentale basé à Hadjer Hadid sera responsable de la gestion globale et de la mise en œuvre du programme de santé mentale et de soutien psychosocial (SMSPS) de qualité dans toutes les zones d’intervention d’IRC et en particulier dans les structures sanitaires au niveau des camps de réfugiés, des hors camps et des cliniques mobiles. Le spécialiste en santé mentale travaillera en étroite collaboration avec la direction de santé mentale du ministère de la santé publique, le HCR, l'IRC, HIAS et tous les membres du groupe de travail sur la santé mentale qui sera mis en place au Tchad pour faciliter la coordination des interventions en santé mentale dans le pays et renforcer et leur intégration dans le paquet minimum des activités fournis dans les centres de santé. Le spécialiste de la santé mentale supervisera les agents de santé qui fournissent des services de prévention, de diagnostic et de traitement aux patients souffrant de troubles mentaux, neurologiques et de toxicomanie en utilisant les directives du programme d'action pour les lacunes en matière de santé mentale (mhGAP) de l'OMS / HCR et formera de nouveaux prestataires sur le modèle mhGAP. Elle / il développera des procédures opérationnelles standard pour la fourniture d'un soutien Psychologique et de soins psychiatriques, ainsi que d'un soutien psychosocial d'une psychoéducation en groupe et en milieu communautaire.  A deliverable is a discrete product that the contractor must produce as part of their work. The deliverables are also crucial in establishing what is expected of the contractor. Deliverables might be a presentation, report, training session with supporting materials, or translation.  The independent contractor relationship distinguishes itself from other types of employment (i.e. short-term or full-time employees) because contractors are hired to work on specific projects, or to contribute specific knowledge or expertise. The work of a contractor is generally more time-limited and project-based than employee work: Its completion is associated with the completion of a project. As such, most contractors—but not all—will have deliverables associated with their scopes of work. The deliverables should answer the following question

1.    Evaluation et suivi de la qualité des services cliniques et communautaires de santé mentale et soutien psycho social

 Mener une analyse de la situation afin d'identifier et d'évaluer les besoins en SMSPS dans les zones d’intervention de IRC au Tchad Réaliser des supervisions formatives et/ou recyclages des prestataires des soins et les agents de santé communautaire sur le diagnostic et la prise en charge des problèmes de santé mentale prioritaires conformément aux directives d'intervention mhGAP de l'OMS / HCR (WHO mhGAP-IG). Réaliser les consultations spécialisées en santé mentale et le soutien psychosocial des personnes à besoin spécifiques y compris les survivants des VBG Apporter un appui à l’organisation de l’offre des services communautaires pour une meilleure prise en charge, suivi et le référencement des personnes souffrant des maladies mentales et neurologiques entre la communauté et les établissements de santé. Réaliser les supervisions formatives des agents de santé afin d’améliorer la qualité de services de santé mentale fournis dans les établissements de santé et la communauté à l'aide des listes de contrôle de supervision d’IRC. S’assurer que les médicaments psychotropes essentiels du MSP/OMS sont disponibles dans les établissements de santé et qu’ils sont correctement stockés et prescrits

2.    Gestion des données et rapportage

 En collaboration avec le coordonnateur MEAL, faire une analyse mensuelle des données de santé mentale et partager la base des données et le rapport avec le Senior Health coordinateur. En collaboration avec les chefs des projets et le département de subvention participer à la rédaction des rapports de tous les projets avec composante de santé mentale

 Représenter IRC aux réunions avec les partenaires du ministère de la santé, les ONG et les agences de nations-unies qui interviennent dans le secteur de la santé mentale Représenter IRC aux réunions de coordination des interventions en santé mentale dans le cadre du groupe de travail en santé mentale Participer à l’élaboration de la feuille de route du groupe de travail en santé mentale

5.    Requirements:

 Diplôme supérieur en santé mentale clinique, de préférence un diplôme de médecin avec une spécialisation en psychiatrie et une expérience en neurologie ; Alternativement : Les personnes possédant un autre diplôme en santé mentale clinique seront prises en considération, par exemple un diplôme d'infirmier psychiatrique, un diplôme de technicien supérieur en santé mentale ou un diplôme d'agent clinique psychiatrique. En plus du diplôme clinique, un diplôme supplémentaire en santé publique est préférable. Connaître et avoir utilisé les directives et les meilleures pratiques de la SMSPS de IASC dans le cadre de son expérience professionnelle antérieure.  Expérience de l'évaluation, de la conception de programmes, de la formation technique et de la supervision à l'aide du programme d'action contre les lacunes en santé mentale (mhGAP) de l'OMS. Solides compétences en matière d'organisation et de supervision. Capacités d'analyse efficaces démontrant une compréhension des concepts, priorités et problèmes actuels en matière de suivi, de collecte de données et d'évaluation de programmes. Solides compétences interpersonnelles et capacité à travailler dans un environnement multiculturel. Sensibilisation interculturelle approfondie et compréhension des questions de santé mentale, capacité à faire preuve d'un jugement sûr et à prendre des décisions de manière indépendante, extrêmement flexible, et capacité à faire face aux situations stressantes et aux frustrations. La maîtrise de la langue française est requise ; la maîtrise de l'anglais est un atout.

Background of the project  

The mental health specialist based in Hadjer Hadidwill be responsible for the overall management and implementation of the mentalhealth and psychosocial support (MHPSS) program in all IRC intervention areas,particularly in health facilities in refugee camps, outside camps, and mobileclinics. The mental health specialist will work closely with the mental healthdepartment of the Ministry of Public Health, UNHCR, IRC, HIAS, and all membersof the mental health working group that will be set up in Chad to facilitatethe coordination of mental health interventions in the country and strengthentheir integration into the minimum package of activities provided in healthcenters. The mental health specialist will supervise health workers who provideprevention, diagnosis, and treatment services to patients suffering frommental, neurological, and substance abuse disorders using the WHO/UNHCR MentalHealth Gap Action Program (mhGAP) guidelines and will train new providers onthe mhGAP model. She/he will develop standard operating procedures for theprovision of psychological support and psychiatric care, as well aspsychosocial support through group and community-based psychoeducation. She/hewill represent IRC in all mental health working group meetings.

Evaluation and monitoring of the quality of clinical and community mental health services and psychosocial support

Conduct a situation analysis to identify and assess MHSS needs in IRC's areas of intervention in ChadProvide formative supervision and/or retraining for healthcare providers and community health workers on the diagnosis and management of priority mental health problems in accordance with the WHO/UNHCR mhGAP intervention guidelines (WHO mhGAP-IG).Provide specialized mental health consultations and psychosocial support to people with specific needs, including survivors of GBV.Support the organization of community services for better care, follow-up, and referral of people with mental and neurological disorders between the community and health facilities.Conduct formative supervision of health workers to improve the quality of mental health services provided in health facilities and the community using IRC supervision checklists.Ensure that essential psychotropic drugs from the MSP/WHO are available in health facilities and that they are properly stored and prescribed.

Data management and reporting

In collaboration with the MEAL coordinator, conduct a monthly analysis of mental health data and share the database and report with the Senior Health Coordinator.In collaboration with project managers and thegrant department, participate in the drafting of reports for all projects witha mental health component.

Requirement:

Advanced degree in clinical mental health, preferably a medical degree with a specialization in psychiatry and experience in neurology.Alternatively: Individuals with other clinical mental health qualifications will be considered, such as a psychiatric nursing degree, a higher diploma in mental health, or a psychiatric clinical officer degree.In addition to the clinical degree, an additional degree in public health is preferred.
Knowledge and use of the IASC SMSPS guidelines and best practices in previous professional experience.Experience in assessment, program design, technical training, and supervision using the WHO mental health gap action program (mhGAP).Strong organizational and supervisory skills.Effective analytical skills demonstrating an understanding of current concepts, priorities, and issues in monitoring, data collection, and program evaluation.Strong interpersonal skills and ability to work in a multicultural environment.Deep intercultural awareness and understanding of mental health issues, ability to exercise sound judgment and make decisions independently, extremely flexible, and ability to cope with stressful situations and frustrations.Fluency in French is required; fluency in English is an asset.
