Health Systems Strengthening (HSS) Unit Clinical Advisor X1 HIV LIFT Project
PURPOSE

Health Systems Trust (HST) seeks to appoint a Clinical Advisor for the HIV LIFT Project in eThekwini. The project strengthens local capacity for sustainable HIV testing, linkage to care, and retention through an AI-powered Chatbot and Social Network Recruitment strategy. The Clinical Advisor will support Department of Health (DoH) staff and oversee the project's roving team, providing mentorship, training, and supervision to ensure achievement of programme targets. This is a fixed-term contract, renewable based on performance and funding.

 

KEY RESPONSIBILITIESProvide technical support, training, and mentorship to DoH facility and community- based staff.Supervise the HIV LIFT roving team, ensuring adherence to work plans and performance standards.Support integration of the AI Chatbot and Social Network Recruitment strategy into routine HIV services.Monitor quality of HIV testing, linkage, and retention data, and promote use of information for planning and improvement.Strengthen referral and linkage systems between facilities and community outreach teams.Represent HST at facility, sub-district, and district meetings, ensuring alignment with DoH priorities.Build and maintain strong relationships with facility and district stakeholders.Identify operational challenges and escalate for resolution and system improvement.Ensure compliance with reporting requirements and responsible management of HST resources.
REQUIREMENTS

Qualifications

A relevant Nursing degree or diploma with MidwiferyDiploma in Primary Health Care or any related specialtyCurrent registration with the South African Nursing Council (SANC)Nurse-initiated Management of Antiretroviral Therapy (NIMART) certificationA certificate in HIV Management is recommended.

Experience

Three to five years' experience in HIV/AIDS, STI and TB (HAST) managementExtensive knowledge of clinical guidelines for HIV managementDemonstrated experience and knowledge of M&E and quality improvement approachesOne year of experience in mentoring, coaching and supervising facility staffThree to five years' experience of working in a donor-funded environment/non- government project-based organisationExperience working with the DoHAnalytical and quality improvement skillsEffective organisational, management and facilitation skillsAbility to work independently and as part of a multidisciplinary teamAdvanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)

Overall competency requirements

Comprehensive knowledge of and skills in PHC-level HIV service provision including assessment, classification, treatment, referrals, illness prevention, health education, follow-up, and linkage to and retention in care. In-depth understanding of the South African health system, including the policy and management structures at facility, district, province and national levelsStrong leadership, facilitation and mentoring skills, including the ability to influence change and build strong relations with various stakeholders.Knowledge of the District Health Information System (DHIS) and TIER.NetEnglish language proficiency, both verbal and written.

Travel

The incumbent must have a valid driver's license, and be willing and able to travel as required.
REMUNERATION

A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's job grading system will be offered.
