GovCIO is seeking a seasoned Program Manager (PM) to lead the execution of a high-visibility Navy training support contract supporting Center for Information Warfare Training (CIWT) N7. The PM will serve as the primary liaison to the Government COR and CIWT stakeholders, ensuring all contractual requirements, staffing, training delivery, and technical support obligations are met with excellence. This position will be located in Pensacola, FL and will be a remote position with some travel required with customer approval.
ResponsibilitiesDirects all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Serve as the principal contract representative for all program matters, maintaining responsive and transparent communication with CIWT COR/N7.Lead full lifecycle program management, including scheduling, coordination, budgeting, and reporting, in alignment with PMBOK process groups.Coordinate and facilitate meetings, prepare agendas, record minutes, and track action items to completion.Prepare and present briefs, cost estimates, and trip reports to support government decision-making and planning.Monitor and manage contract staffing to ensure all courses and TTE support requirements are met, including surge response capability for fleet demand.Support the CIWT training enterprise by facilitating cross-site collaboration, resolving TTE issues, and aligning course schedules and curriculum updates across IWTC locations.Coordinate directly with CIWT N4/N6/N7 on matters involving security, training environment readiness, and scheduling disruptions.Oversee security compliance including submission of visit requests, clearance tracking, and coordination with site ISSMs.Develop and submit required reports and deliverables including:General Program Management ReportsCourse Completion ReportsContract Status ReportsInvoice Support DocumentationContract Funds Status ReportsQuality Assurance Plan Qualifications
Bachelor's with 8-12 years (or commensurate experience)
Required Skills and Experience
Clearance Required: Active SecretMinimum 10 years of experience supporting Navy shipboard systems or CIWT-relevant programs, including course scheduling and operational planning.Proven success leading large, geographically dispersed teams delivering complex training and technical services to the Navy or similar DoD agencies.Exceptional interpersonal, communication, and stakeholder engagement skills.PMP or equivalent certification strongly preferred.
