Job Description:

Parsons is looking for an amazingly talented Civil and Structure Lead to join our team! In this role you will get to oversees and directs the design, development, and implementation of civil and structural engineering projects, ensuring compliance with standards, managing teams, and delivering projects on time and within budget.

Position Overview:

We are seeking an experienced Civil and Structural Lead to oversee all civil and structural engineering activities within the Airport Infrastructure Programme. The ideal candidate will have a strong background in both civil and structural engineering, with significant experience in large-scale infrastructure projects, especially in the airport or transportation sector, including road structures, tunnels, and viaducts. This Delivery Partner Functional core role will involve ensuring that designs are compliant and assured through the Design lifecycle, ensuring structural integrity, coordinating across multiple disciplines, and ensuring that the project’s civil and structural components meet the highest standards of safety, quality, and performance.

What You’ll Be Doing:

Functional Leadership of Landside Civil and Structural Design:

Lead and manage the civil and structural engineering design for the airport infrastructure, ensuring that all structural elements (e.g., pavements, tunnels, underpasses, bridges, and utilities) are safe, efficient, and cost-effective.

Oversee the preparation of detailed civil and structural drawings, specifications, and calculations, ensuring compliance with project requirements, codes, and industry standards.

Direct the design process for both temporary and permanent structures, ensuring designs are integrated with other engineering disciplines (e.g., MEP, transportation, and architecture).

Provide technical guidance and mentorship to civil and structural engineers within the team, ensuring design excellence and adherence to best practices.

Take functional responsibility for the recruitment, competence and management of Civil and Structural resources assigned to the program by the Delivery Partner.

Structural Integrity & Safety:

Ensure that all structural designs are safe, sound, and resilient, meeting both operational and regulatory requirements.

Conduct risk assessments and ensure that structural designs account for factors like load-bearing capacity, durability, seismic activity, and environmental conditions (e.g., weather, soil conditions).

Oversee the analysis and design of critical infrastructure, ensuring the safety and stability of the airport’s key structures, including airside facilities, terminals, and supporting infrastructure.

Coordination Across Disciplines:

Collaborate with other engineering disciplines (e.g., electrical, mechanical, transportation, and environmental) to ensure integrated and coordinated design solutions.

Lead regular cross-functional design meetings to address issues, resolve conflicts, and ensure that all engineering disciplines are aligned with project goals.

Manage the coordination and integration of the civil and structural design with architecture and other project components.

Project Management & Technical Oversight:

Develop and manage project oversight design schedules, ensuring that civil and structural engineering activities are completed to the required quality (meet requirements), on time and within budget.

Monitor project progress, quality, and performance, identifying potential issues early and implementing corrective actions as necessary.

Manage and review the work of external consultants and contractors, ensuring that all civil and structural designs meet the project’s technical and quality requirements.

Compliance & Regulatory Oversight:

Ensure that all civil and structural engineering designs comply with local, national, and international codes, standards, and regulations (e.g., building codes, safety standards, environmental regulations).

Liaise with regulatory authorities to obtain necessary permits and approvals for civil and structural works.

Ensure that the designs adhere to sustainability goals, incorporating energy-efficient and environmentally friendly solutions where possible.

Quality Assurance & Risk Management:

Implement robust quality assurance and control procedures to ensure the accuracy, completeness, and safety of civil and structural designs.

Conduct design reviews, audits, and inspections to ensure that all civil and structural works meet required specifications and safety standards.

Identify and manage risks related to civil and structural design and execution, including site conditions, material specifications, and construction methods.

Mentorship & Team Development:

Provide technical leadership and mentorship to junior and mid-level engineers, helping them develop their skills and expertise in civil and structural engineering.

Conduct performance evaluations and foster a culture of continuous learning and professional growth within the civil and structural engineering team.

Promote collaboration and knowledge-sharing among team members, ensuring the delivery of high-quality engineering solutions.

Stakeholder Engagement & Reporting:

Provide regular updates to senior management, project managers, and other stakeholders on civil and structural engineering progress, challenges, and solutions.

Prepare technical reports and presentations for clients, regulatory authorities, and other stakeholders, ensuring that complex engineering concepts are communicated clearly and effectively.

Ensure that all civil and structural design documentation is well-organized, up-to-date, and available for audits or review by regulatory bodies.

What Required Skills You’ll Bring:

Education:

Bachelor’s or Master’s degree in Civil or Structural Engineering. Professional licensure (e.g., Chartered Engineer, PE) is required.

Experience:

Minimum of 15 years of experience in civil and structural engineering, with at least 5 years in a leadership or senior role.

Proven experience in managing the design and execution of large-scale infrastructure projects, especially in the airport, transportation, or civil engineering sectors.

Extensive experience in structural analysis, design, and construction for both temporary and permanent structures.

Familiarity with relevant international codes, standards, and regulations in civil and structural engineering.

Skills & Knowledge:

Expert knowledge of civil and structural engineering design principles, including the ability to perform detailed structural analysis and design calculations.

Proficiency in engineering software (e.g., AutoCAD, Revit, STAAD Pro, SAP2000, ETABS).

Strong project management skills, including experience in managing budgets, schedules, and teams.

In-depth understanding of construction methods, materials, and quality control processes.

Excellent communication skills, both verbal and written, with the ability to clearly present technical concepts to a variety of stakeholders.

Ability to collaborate effectively with multidisciplinary teams, ensuring that civil and structural designs align with overall project goals.

What Desired Skills You’ll Bring:

Certifications & Professional Development:

Chartered Engineer (e.g., ICE, ASCE, or equivalent) or Professional Engineer (PE).

PMP (Project Management Professional) or equivalent project management certification is a plus.

LEED or other sustainability certification is a plus.

Industry Experience:

Experience in airport infrastructure design, including runways, terminals, pavements, and other airside or landside facilities.

Familiarity with complex structural elements in transportation infrastructure, such as bridges, tunnels, and elevated systems.

Technological Expertise:

Experience with BIM (Building Information Modeling) and other advanced engineering technologies.

Familiarity with geotechnical engineering principles and site investigation techniques.
