The City of Willows is seeking a dynamic, forward-thinking City Librarian to lead and shape the future of its public library. As a department head reporting directly to the City Manager, the City Librarian is responsible for the overall management of library services, staff supervision, budget administration, program development, and long-term strategic planning. This role is an exciting opportunity for a creative and collaborative leader to enhance and expand library services that promote literacy, lifelong learning, and equitable access to information. The City Librarian will work closely with the Library Board of Trustees, City leadership, and community partners to ensure that the library remains a vital, inclusive, and innovative resource for residents of all ages. Job Description / Essential Elements: PrintThe City Librarian is responsible for the overall leadership, administration, and strategic direction of the Willows Public Library. The Librarian plans, organizes, and directs library operations including budgeting, staffing, program development, policy implementation, and community engagement. This role requires a visionary and collaborative leader who can maintain and enhance library services that support literacy, digital access, and educational enrichment for all ages.
Essential Duties and Responsibilities:
Serve as the chief administrator of the Willows Public Library. Develop and implement long-range plans, policies, and procedures aligned with community needs and city goals. Supervise, train, and evaluate professional and support library staff. Prepare and administer the department budget; monitor expenditures and ensure cost-effective service delivery. Oversee collection development, digital services, and library technologies. Coordinate programs and services to promote reading, lifelong learning, and public participation. Manage grant applications and reporting for local, state, and federal funding. Work collaboratively with the Library Board of Trustees, City Manager, City Council, schools, nonprofits, and other stakeholders. Represent the library at public meetings, community events, and professional conferences. Maintain records and prepare reports on library activities and performance. Ensure compliance with local, state, and federal regulations and reporting requirements.Education and Experience:
Master’s Degree in Library Science (MLS) or Library and Information Science (MLIS) from an ALA-accredited program; OR a California Library Media Teacher Credential; OR equivalent graduate education or demonstrated professional experience. Five (5) to seven (7) years of increasingly responsible public library experience, including leadership in library-wide initiatives. At least three (3) years of supervisory or managerial experience.Knowledge of:
Principles and practices of modern library operations and administration. Budget development and fiscal management. Public service programming and community outreach. Integrated library systems and emerging technologies. Grant writing and reporting requirements. Applicable local, state, and federal laws and regulations.Skills and Abilities:
Lead, manage, and motivate staff in a collaborative team environment. Plan, organize, and direct complex library functions and services. Communicate effectively both verbally and in writing. Develop strategic partnerships and represent the library with professionalism. Analyze problems, evaluate alternatives, and implement effective solutions. Promote a culture of service, learning, and inclusion.Licenses and Certifications:
Valid California Driver’s License (or ability to obtain upon hire). Proof of educational qualifications required prior to final appointment.Work Environment and Physical Requirements:
This position typically works in an office/library environment. Must be able to lift and move materials weighing up to 25 pounds, sit or stand for extended periods, and use standard office and library equipment. Some evening and weekend hours may be required.
Credential Requirements (including Certification or Education Requirements): Master’s Degree in Library Science (MLS) or Library and Information Science (MLIS) from an ALA-accredited institution, or a California Library Media Teacher Credential issued by the Commission on Teacher Credentialing –or– equivalent graduate education or demonstrated professional experience.
