BACKGROUND: The International Rescue Committee (IRC), one of the world’slargest humanitarian agencies, provides relief, rehabilitation, andpost-conflict reconstruction support to people affected by natural disaster,oppression, and violent conflict in more than 40 countries. The IRC iscommitted to bold leadership, innovation, and creative partnerships. Active inpublic health, education, livelihoods, women's empowerment, youth development,and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response inLibya in September 2016 as the humanitarian situation in the country wasdeteriorating following the 2014 civil war. Since then, the IRC has broadenedits portfolio with health, protection, and governance programs aiming to employa holistic approach to meeting the needs of crisis affected and vulnerablecommunities to survive, recover, and gain control of their futures. The IRChas been working to expand its multi-sectoral reach in areas of critical needin Libya and in these efforts houses a Grants & Partnerships Unit (GPU) tosupport the design of, fundraising for, and management of quality, responsiveprogramming with ambitious goals for work in partnership with local actors.
The scope of IRC Libya’s protectionand empowerment programming includes Women’s Protection and Empowerment (WPE,which includes gender-based violence (GBV) prevention and response), childprotection (CP), and Protection Rule of Law (PRoL, or broader humanitarianprotection) for conflict-affected and other vulnerable women, girls, men, andboys. In the design and development of responsive, client-centered protectionprogramming, the IRC works both directly and in partnership with local actorspromoting women’s social and, increasingly, economic empowerment and animproved protection environment for conflict-affected and vulnerable women,girls, men, and boys. Through thiswork, the IRC has raised awareness among communities, provided training forservice providers, and established spaces for a range of psychosocial supportactivities and access to case management for women, adolescent girls, andchildren. The IRC aims to build on that foundation with additional, targetedsupport to local capacities and community-based mechanisms.
JOB OVERVIEW/SUMMARY: In response to the humanitarian situation in Libya, the IRCis Expanding its protection interventions, with a focus on community-basedprotection, rule of law, child protection, Women Empowerment including GBVresponse and prevention, and MHPSS across all its project locations. The ChildProtection Assistant will be mainly supporting the Local partner in: conduct structuredand non-structured psychosocial support activities for children at the safehealing learning space within Brak Alshati municipality, and support community outreach activities forparents and caregivers, plan and organize awareness sessions on childprotection, manage and collect data from the partner, surveys, prepare reportsand perform other child protection related duties as may be guided from time totime.
MAJOR RESPONSIBILITIES
Plan, organize PFA sessions, recreational and destressingactivities for children at Brak Alshati and the selected locations within the affectedareas to promote the well-being of children.
Plan, organize and conduct informationdissemination sessions at Brak Alshati andthe selected locations within the affected areas in collaboration with anotherstakeholder presents in the field when needed.
Directly facilitate sessions on internationaldays focused on building awareness of different themes related to their wellbeing,safety planning, and deliver key messages on child protection.
Identify children at risk through regularcontacts and visits in the community and areas of intervention and refer themto the partner social worker.
Manage collecting data on relevant activities ofthe partner staff and draft reports inconsultation with the Information data management officer officer and MEAL team.
Supportthe implementation of group MHPSS and individualcase management for children in and around the project location in accordancewith all case management steps.
Ensure thecorrect documentation and compilation of Case Management forms in accordancewith all case management steps and related tools and procedures.
Involve and follow-up community outreachvolunteers in organizing and conducting awareness sessions on Child Protection relatedissues in collaboration with Partner staff.
Conduct surveys, CP needs assessments, safetyaudits, and service mapping exercises.
Ensure all logistic aspects for the conduct ofthe awareness and PSS sessions are in place.
Share with the CP CB officer on a weekly basisall the needed items for the work.
Supporting in ensuring accurate data is collectedfrom the partner, entered into the database and detailed analysis providedusing the right tools and in consultation with the MEAL team and thesupervisor.
Support in collecting data on relevant activitiesand draft reports in consultation with the Information data management officer officer and MEAL team.
Participate in activity planning meetings andshare activity reports with the CP CB officer on a weekly basis or as may berequired.
Support the logistical arrangements of the relevantactivities at the selected locations within the affected areas and in thecommunity.
Contribute to the procurement of materials usedfor the implementation of relevant activities.
Perform any other duties as may be guided by the CPand WPE Manager.

Minimum Qualifications:Bachelor’s degree in relevant field – education, socialsciences, etc.
At least 2 years of experience implementing childprotection activities, including implementing PSS activities and working withvulnerable groups in emergency/conflict or post-conflict settings.
Experience in participatory approaches and childparticipation methodologies
Familiarity with child protection programming inemergencies including psychosocial support, access to education and health,community-based child protection as well as other various protection measuresto ensure children’s safety.
Proven experience in delivering training tochildren and adults.
Good understanding of the local context and cross-culturalsensitive issues
Good communication skills with fluency in writtenand spoken English and Arabic languages.
Basic computer skills including Microsoft Wordand power point.
Experience in regular report writing.
Ability to take initiative and adapt to changingcircumstances and priorities.
Demonstrated high levels of flexibility,responsiveness, and reliability.
Ability to work under pressure and strong timemanagement skills to meet both short-term and long-term objectives.
