Your Team:
The mission of the Office of Housing Access and Stability (HAS) is to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures households in subsidized housing have the support they need to be safely housed. HAS is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
HAS consists of five divisions:
- Housing Opportunity and Placement Services Office
o Division of Housing Opportunity
o Division of Tenant and Owner Resources
- Division of Housing Stability
- Division of Program Policy and Innovation
- Division of Budget and Program Operations

Your Impact:
As Chief of Staff to the Deputy Commissioner of the Office of Housing Access and Stability (HAS), you will be a key strategic partner in shaping and advancing the vision of this newly-established Office within HPD. Your leadership will drive cross-functional alignment, operational excellence, and a culture of collaboration and accountability. By streamlining systems and reducing administrative burdens, you will enable more effective service delivery and improve outcomes for the communities we serve. You will also champion the well-being and professional development of HAS’s 500 staff members, supporting organizational growth through thoughtful change management, team development, program innovation, and clear, consistent communication.
Your Role:
As the Chief of Staff to the Deputy Commissioner for the Office of Housing Access and Stability (HAS), you will serve as a trusted advisor and strategic partner. You will lead with a proactive, solutions-oriented mindset anticipating challenges, driving critical initiatives, and ensuring smooth operations across the office. Working closely with the Deputy Commissioner and HAS senior team, you will play a central role in aligning internal efforts, enhancing cross-agency collaboration, and elevating the impact of HAS’s work. This is a fast-paced, high-trust position requiring strong judgment, exceptional communication, and a deep commitment to mission-driven public service.
Your Responsibilities:
- Vision & Alignment: Partner with the Deputy Commissioner and senior leaders to refine and implement HAS’s strategic priorities; drive alignment and accountability across the office.
- Project Oversight & Execution: Lead or support high-priority initiatives by providing strategic insights, coordinating stakeholders, and managing timelines and deliverables.
- Communication & Legislative Engagement: Partner with intergovernmental, press, and program teams to develop clear, timely messaging aligned with agency goals and objectives, and provide and collect feedback on proposed and enacted legislation.
- Internal & External Coordination: Prepare for and coordinate internal and external meetings, ensuring clear agendas, strong facilitation, and consistent follow-through.
- Executive Support: Ensure the Deputy Commissioner is fully prepared for meetings, events, and engagements; represent the Deputy Commissioner in meetings when needed.
- Stategic Initiative Oversight: Monitor progress on key initiatives, flag risks early, and help devise actionable solutions in collaboration with leadership.
- Organizational Effectiveness: Foster communication, transparency, and connection across HAS teams to promote a collaborative and inclusive office culture.
- Responsive Problem-Solving: Manage urgent and time-sensitive matters, ensuring high-quality responses and/or materials to City Hall, HPD leadership, and other key stakeholders.
- Special Projects: Lead or contribute to priority projects and initiatives as assigned by the Deputy Commissioner.

- Project Management: Proven ability to manage multiple projects simultaneously, meet deadlines, and maintain attention to detail in a fast-paced environment.
- Problem-Solving and Analytical Expertise: Strong skills in identifying challenges, implementing practical, results-oriented solutions, and analyzing data.
- Policy and Operations Expertise: Significant experience with the administration, operations, and regulations of federal or local rental subsidy programs and housing placement initiatives.
- Collaborative and Independent Work Style: Ability to work effectively both independently and as part of a team, adapting to evolving priorities and challenges.
- Leadership and Team Building: Experience in training, mentoring, and managing staff to foster professional growth and enhance team performance.
- Knowledge of Housing Programs: In-depth understanding of affordable housing, New York City government operations, and related policies.

ADMINISTRATIVE STAFF ANALYST - 1002E
Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Salary Min: $130,000.00
Salary Max: $140,000.00
