The incumbent establishes policies, standard operation procedures, strategies, project goals, and milestones for large and highly complex computer systems and their applications. The worker implements strategies and systems to enhance operations, and customer satisfaction. Supervises and coordinates the activities of technical staff and contractors. Must be able to think strategically and exercise considerable initiative and independent judgment. The incumbent maintains policies, standard operation procedures, strategies, project goals, and milestones for large and highly complex permit technology & enterprise software, systems, and their applications, liaising with Innovation & Technology staff as needed for additional support. Confers with and provides training to the Building, Planning & Zoning, and Code Enforcement division heads, staff, architects, and engineers regarding compliance with protocols and procedures established by the Development Services Director. Job Duties and Responsibilities The following duties are normal for this position. Develops and monitors project plans and provide lead and technical direction to support staff. Develops project standards and templates. Assigns, monitors, and evaluates project tasks and responsibilities. Prepares internal Project cycle deliverables, monitors progress, and provides status reports. Coordinates project tasks with Development Services and IT divisions. Reviews departmental requests for technology and makes recommendations, as appropriate. Evaluates technology and makes recommendations to ensure compatibility and effectiveness. Plans, schedules, supervises, and reviews the work of consultants and support staff. Analyzes the efficiency of all computer systems and propose enhancements. Coordinates with the Innovation & Technology department to provide hardware and software maintenance and support for Development Services systems, databases and applications. Provides enterprise system configuration, programming, data report writing and UI design. Provides graphs and multimedia design for permit web applications. Designs data reports and dashboards for enterprise permit and land management systems. Provides enterprise system support and troubleshooting. Selects, trains, and motivates staff; provides for staff professional development; and works with employees to correct deficiencies. Coordinates major enterprise systems changes and upgrades with the Innovation & Technology department to ensure the permit systems are running in optimal condition and with updated functionalities. Reviews enterprise system workflows and configuration to optimize performance. Attends and participates in professional meetings; stays abreast of new trends and innovations in the field of information technology; researches emerging products and enhancements and their applicability to City needs. The employee must work within general methods and procedures and exercise considerable independent judgement to adapt and apply Department guidelines to specific situations. Analyzes the nature and cause of processing errors to identify areas needing improvement in the Department’s processes. Serves as liaison with staff and management concerning error trends and problem areas, working with the Development Services Director and IT Department Staff. ? Remains informed of cutting-edge technologies and advancements in municipal building programs. Provides hardware and software maintenance and support for systems, databases and applications. Provides hardware and software support and troubleshooting for Department personnel. When necessary, meets with software vendor representatives and Innovation & Technology Team members to resolve issues with hardware and software. ? Assists the Director or Designee with maintaining and updating the software Training Manual and assists with ensuring staff abides with all therein by identifying staff development and training needs and ensuring training is provided or obtained. Performs other related duties as assigned. Qualifications Bachelor's Degree in Computer Science or related field. Six (6) years of IT experience to include supervision and project management experience. Experience in a Building Department Administration or Permitting preferred. Experience with Permit Tracking Software’s preferred. Valid Florida Driver's License. A comparable amount of training or experience may be substituted for the minimum qualifications. HOLIDAYS: 15 days including 3 floating days. SICK LEAVE: 110 hours annually. ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year. BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations. HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium. DENTAL INSURANCE: Available at a cost to all employees through payroll deduction. LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City. VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions. LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions. POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement. DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program. TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations. CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department. RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below: - Venetian Pool – No charge for daily admission. - Tennis Centers – No charge for daily court fees - Youth Center – 50% off residential rates for memberships and 25% off camps and other programs. Golf at Biltmore & Granada: - Monday through Friday – no charge - Saturday, Sunday and Holidays: - Before Noon – Twilight fees apply - After Noon – No charge (cart fees apply at all times) PENSION: City Retirement Plan - Mandatory employee contribution of 10 % of salary; Vesting period is 10 years. OR Defined Contribution - 401a - Contribution by City of 7% of employee base annual salary. Vesting period 5 years.
