Summary

The Chief Data Officer (CDO) is a critical leader, responsible for driving the organization's data strategy, governance, and analytics initiatives to; (i) support the operational needs of the entire organization; (ii) accelerate breakthroughs in cancer research and clinical care: and (iii) support innovation and commercialization efforts in support of Moffitt’s strategic plan. The CDO will oversee the entire data lifecycle, ensuring data quality, security, and ethical use of patient data while leveraging advanced analytics and AI/ML to uncover insights that drive new discoveries and improve patient care. This position is responsible for enterprise-wide data architecture, quality, access, and integration, with a Shared Services or Enterprise Services orientation. At Moffitt, data is a shared resource across the enterprise, structured to ensure efficient and seamless utilization by all stakeholders. The CDO serves as a strategic Thought Leader, guiding optimal data use for clinical, research, and commercialization.

Minimum Experience Required
• Minimum of 10 years of progressive experience in data management, data science, or a related field, with substantial leadership and administrative experience – ideally within a healthcare or research setting (preferably in oncology).
• Proven experience developing and implementing successful data strategies, data governance frameworks, and data quality programs.
• Expertise in data architecture, data warehousing, and working with complex administrative information systems.
• Demonstrated experience in advanced analytics with extensive partnerships with machine learning (ML), and artificial intelligence (AI) applications, ideally in areas relevant to cancer research and clinical care (e.g., predictive modeling, imaging analytics; clinical trial matching).
• Experience navigating and ensuring compliance with relevant data privacy regulations, including HIPAA, GDPR, and ethical guidelines that govern research data.

Education Level: Master's Degree. Data Science, Computer Science, Statistics or a related discipline

• Proficiency in data visualization tools and software (e.g., Tableau, Power BI).
• Knowledge of data ethics and ensuring responsible use of data in research.
• Ability to work ethically and with integrity, maintain confidentiality and protect patient data.
• A passion for advancing cancer research and improving patient outcomes through data-driven approaches.
• A collaborative and innovative mindset, with the ability to inspire and motivate teams.

Data Strategy Development &Execution
• Develop and implement a comprehensive data strategy aligned with the organization's mission and strategic goals in cancer research, patient care and enterprise operations.
• Identify and prioritize data initiatives to maximize the value derived from research data, clinical data, and other relevant datasets.
• Translate enterprise, clinical and research objectives into data requirements;
• Leads technical teams to ensure appropriate data capture, storage, and accessibility.
• Lead the adoption of cutting-edge data technologies and methodologies, including big data analytics, leveraging ML/AI to drive innovation in cancer research, health system operations and clinical care.

Data Governance & Quality

• Establish and enforce robust data governance frameworks that ensure data quality, integrity, privacy, and security across all systems and research projects.
• Develop and implement data policies and procedures, including data standards, classifications, and lifecycle management.
• Oversee data quality management, including validation, cleansing, and monitoring processes to ensure data accuracy, consistency, rigor and reproducibility.
• Ensure strict compliance with all relevant data privacy and security regulations, such as HIPAA, GDPR, and other applicable
ethical guidelines for research involving human data.
• Establish auditing processes to monitor compliance and address any data-related risks or breaches.
• Ensure tight coordination and clear accountability for Data and AI strategy.
Data Analytics & Insights • Lead the development, implementation and integration of advanced analytics capabilities, to extract meaningful insights from diverse datasets, supporting research, clinical trials and patient care, and operational processes and efficiencies.
• Collaborate with clinicians, researchers, executive leaders and peers to design and execute data-driven projects, including predictive modeling, risk stratification, and biomarker discovery.
• Lead the development of data visualization tools and techniques to effectively communicate complex data insights to various
stakeholders, including executives, peers, clinical and research teams, funders, and the public.

Team Leadership & Culture

• Build, mentor, and lead a high-performing data team that includes data analysts, data scientists, AI/ML subject-matter experts and other data professionals.
• Foster a data-driven culture across the organization, promoting data literacy and empowering all staff to leverage data effectively in their roles and responsibilities.
• Collaborate with other C-suite executives, departmental leaders and senior research leaders to align data initiatives with overall
business objectives of the Moffitt Health System, by leading and fostering cross-functional collaborations.

Industry Trends & Innovation

• Stay abreast of industry trends, emerging technologies, and best practices in data management, analytics, and AI/ML, particularly within the healthcare, patient and cancer research domains.
• Evaluate and recommend new data technologies, tools, and platforms to enhance data capabilities and drive innovation.
• Represent the organization in external national and international forums that are related to data strategy, governance, and ethics in cancer research.
