We seek a Dynamic, self-motivated Chief Clinical Officer (CCO) who thrives in a fast-paced environment and supports our mission.
POSITION PURPOSE/SUMMARY: The Chief Clinical Officer (CCO) provides leadership for all Hospice of San Joaquin clinical departments (Hospice, Hospice House, Admission/Intake and Palliative Care). The CCO oversees the day-to-day clinical operations, coordinates and oversees all direct and indirect patient services provided by clinical organization personnel. The CCO facilitates innovation and program development based on the strategic plan and philosophy of Hospice of San Joaquin. Provides leadership to Clinical Directors by cascading goals into department and staff goals that align with the agencies strategic plan. The CCO performs these responsibilities in accordance with Hospice of San Joaquin’s mission, regulations, policies and procedures and strategic plan. This position is Acting Chief Executive Officer (CEO) in the absence of the CEO
ESSENTIAL JOB FUNCTIONS/RESPONSIBILITIES
1. Supervision of all agency clinical care services (including Physician coverage) 24 hours a day, seven (7) days a week. When unavailable ensure Clinical Supervisor on Call is available for patient care needs and clinical supervision.
2. Ensures all levels of care services are continuously available.
3. Provides oversight for HSJ Clinical services departments – Palliative/Transitions Care, Hospice Care, Education, Patient Access, and Hospice House.
4. Oversee Clinical Directors in the planning and implementation of administrative and operations strategies, objectives and activities for the delivery of patient and family services.
5. Directs the development, coordination, integration, and delivery of clinical care services; develops systems and standards for the delivery of services; is accountable for assuring the delivery of high-quality patient care, including adherence to professional standards of care.
6. Develop and ensure implementation of operational policies and procedures and ensures standards of care and practice are in compliance with all organizational and regulatory guidelines.
7. Assures program management, staffing levels, and personnel management practices support the organization’s model of care delivery and human resources philosophy.
8. Direct program management in planning, implementing, and evaluating program operations against established operational, clinical, and business goals and objectives in accordance with the organization’s strategic plan and mission.
9. Maintain a high level of professional expertise and demonstrates this competence through professional collaborative networking.
10. Establish and maintain effective working relationships with the program's medical staff members.
11. Ensures Care and services provided by hospice personnel and contracted personnel are coordinated and integrated.
12. Assures compliance with all local, state, and federal laws regarding licensure and certification of organization personnel and maintain compliance with the Joint Commission Home Care standards.
13. Provides guidance and counseling to Clinical Directors to assist them in continually improving all aspects of clinical services, provided through organization personnel.
14. Assists the CEO in the preparation and administration of the organization’s budget.
15. Guide and direct Clinical Directors on budgetary planning, preparation, and overview of expenses and revenues for all clinical programs.
16. Interprets operational indicators to detect census changes and increases or decreases in volume that could impact staffing levels, revenues or expenses.
17. Ensures that all services are billed as provided to the proper payor source. Analyzes available reimbursement data, identify trends and initiates appropriate plans of action. Collaborates with appropriate staff to complete billing adjustments and maintenance of accurate records of these adjustments
18. The CCO will monitor the care and service provided by clinical personnel and contract personnel. Monitoring includes the review of quality assessment performance improvement results, incident reports, infection reports, clinical record review results, etc.
19. Responsible for the maintenance of vendor relationships (DME, Pharmacy, etc.) for the provision of patient services.
20. Ongoing evaluation of the orientation/education program for new clinical organization personnel.
21. Evaluates and recommend in-service and continuing education programs to meet the education and training needs of organization personnel based on employee feedback, patient and family satisfaction surveys, and complaints.
22. Stays informed about changes in the field of nursing and hospice/palliative care; shares information with appropriate organization personnel.
23. Promotes hospice referrals in the health care community. Maintains and cultivates relationships with clinical entities.
24. The CCO will participate as a member of the following administrative teams: a. Executive Team b. Interdisciplinary Group c. Clinical Operations Committee d. Quality Assessment Performance Improvement Committee
25. Is responsible for seeking guidance from and communicating effectively with the CEO concerns or issues in a timely manner.
26. Responsible for program development according to the agency's strategic plan.
27. Facilitates all regulatory Clinical surveys.
28. Oversees the agency’s Emergency Management program as it relates to each department.
29. Uses knowledge, experience, and other resources as necessary to make logical decisions, solve problems, analyze work processes, and make suggestions for improvement
30. Other duties as assigned by the CEO.
POSITION QUALIFICATIONS:
1. Registered Nurse in California with current licensure to practice professional nursing in CA.
2. Bachelor’s degree in Nursing from an accredited program by the National League for Nursing. Master’s degree in hospice preferred.
3. Demonstrated ability to supervise and direct professional and administrative personnel.
4. Ability to market and deal tactfully with customers and the community.
6. Must be a licensed driver with an automobile that is insured in accordance with state and/or Organization requirements and is in good working order.
7. Has excellent observation, verbal, and written communication skills.
8. Knowledge of business management, governmental regulations, and Joint Commission standards.
9. CPR Training
10. Oversees: Physician Services; Nurse Practitioners; Hospice House; Home Care Services; Palliative Care
OTHER QUALIFICATIONS:
1. Physically able to walk, stand, stoop, sit, and lift.
2. Good manual dexterity.
3. Visual / hearing ability sufficient to comprehend written / verbal information.
