Certified Payroll Specialist
Description Our client, a mid-sized construction company in Ontario is seeking a Certified Payroll Specialist to join its team. This role is pivotal in ensuring compliance with prevailing wage laws, proper payroll processing, and accurate reporting, including tasks related to LCP Tracker and DIR (Department of Industrial Relations) reporting. The ideal candidate will have strong organizational skills and attention to detail, along with prior experience in construction payroll and certified reporting requirements. Key Responsibilities: + Certified Payroll Management: Ensure accurate and timely processing of certified payroll, in compliance with federal and state labor standards, including Davis-Bacon Act and prevailing wage laws. + LCP Tracker Administration: Input contractor payroll information into LCP Tracker, maintaining data accuracy and ensuring compliance with local, state, and federal requirements. + DIR Reporting: Generate, review, and submit reports for the California Department of Industrial Relations (DIR) on a weekly/monthly basis to comply with public works regulations. + Wage Compliance: Verify the correct application of job classifications, prevailing wage rates, and fringes on projects, and address discrepancies as they arise. + Audit Preparation: Prepare certified payroll reports and documentation for internal and external audits. Collaborate with project managers, HR, and accounting teams to ensure compliance. + Multi-State Payroll Support (if applicable): Process payroll for employees working across diverse projects and states, adhering to varying jurisdictional wage laws and tax requirements. + Record Maintenance: Maintain well-organized records of employee hours, pay rates, project sites, and reporting for compliance and future references. + Employee Communication: Serve as the subject matter expert for staff inquiries related to payroll, benefits, and prevailing wage reporting. + Software Utilization: Work extensively with tools like LCP Tracker, timekeeping systems, ERP platforms, and other payroll administration tools. Requirements Qualifications: + Professional Certification: Certified Payroll Professional (CPP) or equivalent strongly preferred. + Experience: Minimum 3-5 years of hands-on payroll processing experience, with at least 2 years in certified payroll for construction projects. + Software Proficiency: Demonstrated experience using LCP Tracker for reporting and an understanding of California’s DIR requirements. + Knowledge: Strong understanding of prevailing wage laws, the Davis-Bacon Act, and related government regulations. Experience with multi-state payroll is a plus. + Technical Skills: Proficient in payroll systems (e.g., ADP, QuickBooks, or similar) and MS Office, particularly Excel. + Communication: Excellent verbal and written communication skills, with the ability to explain technical concepts clearly to diverse audiences. + Problem-Solving: Strong analytical and problem-solving skills to resolve wage disputes, reporting errors, or discrepancies. + Detail-Oriented: Consistently accurate in managing payroll processes with a high level of accountability and integrity. + Industry Knowledge: Familiarity with the construction industry and related labor compliance reporting is highly desirable.
