Description of Job Work Unit: This work unit exists to serve a wide variety of regulatory programs for the agriculture community and more specifically the plants industry and the general public. It provides the necessary support in coordination with various divisions and support services of the department. The unit also provides for the efficient and effective implementations of all statutes administered by the Division and improvement of program performance through better planning, information exchange, evaluation and program execution. Major Objectives of the Position: This position exists to provide administrative support to the Division Director. Position makes travel arrangements; schedules meetings; updates director’s calendar; tracks and reminds section and program reports for director and commissioner’s office; answers phones; proofreads documents and takes meeting minutes when appropriate. This position keeps all division policies and procedures and recommends updates to them if they become out of compliance with Department policies. This position reviews and processes the division and the director's credit card statements, purchase orders, vendor invoices, receiving reports, and other outstanding expenses. This position works closely with the Field Service section chief to manage the division’s fleet vehicles, ensuring that the mileage and maintenance of all fleet vehicles are in compliance with State Fleet requirements. This position serves as the division liaison to Human Resources which involves tracking of performance evaluations, timesheets, flex policies, etc. And ensures that forms are completed accurately. This position is in charge of new employee division orientation, informing employees of policies and procedures. This position is responsible for the shared office equipment and ordering and ensuring regular office supplies are available. It is the focal point for division asset management and keeping records. Coordinate the division outreach efforts, improve website experience, accessibility and related works. Primary Duties: Office Management: + This position is responsible for providing support to the Division’s office. + Position answers programmatic questions and routes phone calls and other inquiries made from the general public and regulated industries to the appropriate division personnel for resolution. + Compiles purchase requisitions, billing approvals for the Director’s approval and forwards to appropriate sections when completed. + Receives the division’s credit card statements, reviews for accuracy and submits to Administrative Services within the required timelines and arranges for credit card replacements or new cards as necessary. + Coordinates with the Department of Personnel Services and Office of Information and Technology with regard to printers to ensure smooth operation. + Position answers basic programmatic questions and routes phone calls and other inquiries made from the general public and regulated industries to the appropriate division personnel for resolution. + Receives the Division’s credit card statements, reviews for accuracy, and submits to Administrative Services within the required timelines and arranges for credit card replacements or new cards as necessary. Processes and reconciles purchase requisitions, receiving reports, vendor invoices and phone billings. Director Support: + Provides administrative support to the Division Director by making copies, printing documents, proofreading letters, correspondence, policies and other documents for spelling, punctuation and grammar and provides other administrative support as necessary. + Schedules appointments and meetings for the Director, and makes the Director’s travel arrangements. Keeps the Director’s calendar current by updating it with new meetings, appointments, personal leave, etc. + Maintain a calendar of established deadlines for section heads, program managers,and supervisors to follow up on submission of their monthly reports based on the template developed by the commissioner’s office. + Manages state and national meetings sponsored by the Division, inter-departmental program/committee events, and Division staff meetings by setting schedules, negotiating rates with hotels and vendors, completing required Official Function forms, receiving registration forms and payments, arranging meeting rooms, ordering meals, etc. + Acts as the lead staff member for developing and maintaining division internal policies and procedures, including time cards, office coverage, use of shared facilities, and sick leave call-in policies. + The position will ensure that new employees are informed about policies. + This position upholds a very high level of confidentiality with regard to information given by the Director as well as employees' personal information. + This person maintains all Division policies, periodically reviews and updates information in policies as necessary, and maintains the Director’s correspondence and divisional forms. Liaison and Personnel Support: + Function as the Division liaison to other divisions and sections regarding cross-divisional activities as well as addressing issues that affect all divisions such as changes to departmental policies regarding fiscal, procurement, personnel, the website, and other cross-divisional issues. + Serves on several department committees and offers services to help or participate in other division events, including Colorado Combined Campaign, Department Appreciation Day, and State Fair Activities. + Tracks Performance Plans for all employees to ensure they are developed, periodically reviewed, and evaluated in a timely manner to meet Departmental deadlines. Any problems with performance plans and evaluations will be referred to the Division Director. + Serve as a backup of a Notary Public for notarizing Certificates and documents for the Division. Manages and follows up the Onboarding and Offboarding process for the division. Maintains and updates copies/files of Position Description (PDs) and current organization chart(s). + Monitor the Division Personnel Action Requests (PARs) and follow up their timeliness. Communications: + Communication coordinator for the Division for office phones, cellular phones, voice mail, remote staff, and email communication. + In consultation with the Division Director and coordination with IPO, develop a standard, policy and guidance on managing public-facing content of the division communication and provide technical support to sections and programs. + This includes standardizing communications, messages, PowerPoint presentations, brochures, booth, displays and other relevant means in both traditional and digital media. + Serve as a focal person for accessibility and provide guidance to program managers and new employees on how to be compliant to accessibility. + Coordinates with sections and programs and provides support in setting up booths and brochures. + Schedules the booth for various meetings and schedules staff to staff the booth. When necessary, redesign the booth with updated information and graphics. + Maintains the Division’s brochures by updating contact names and phone numbers. Redesigns brochure text and graphics when requested to do so, or when appropriate to do so. + Take a lead in organizing, communicating and documenting divisional meetings. Develop a guideline for the division meetings; provide support and a follow up of its implementation. Fleet Management: + In collaboration with the Field Service section, the chief manages the Division’s fleet of vehicles along with the department fleet coordinator. + Acts as the Division’s contact with Fleet Management. Evaluates and decides solutions for vehicle problems, such as advising a Division driver of the process to follow when their vehicle breaks down. + Tracks mileage and makes decisions to comply with lease agreements, contracts and requirements for state fleet vehicles. + Processes accident report forms and arranges for vehicle repairs. + Recommends and implements efficient vehicle utilization and procurement, especially during a shortage of vehicles due to breakdown and temporary staff usage. + Determine appropriate cost units for vehicle charges, considering vehicle assignment. + Tracks vehicle maintenance reports and sends reports of maintenance necessary to the appropriate drivers. + Verify Division driver’s compliance with maintenance requirements. + Responsible for scheduling the use and maintenance of Division’s pool cars. + Arranges for staff to drive the vehicle to the repair shop and coordinates their return. + Receives the Division’s monthly mileage reports and enters mileage data into the Fleet Management database. + Responsible for verifying the driving records of all state vehicle drivers annually per fleet rules. + Provides the Director and appropriate staff members with the monthly vehicle usage and charge reports from the Fleet Management database.
