Key Responsibilities:
The primary purpose of the Cash/Voucher Based Programming and Accountability Specialist position is to provide technical oversight, guidance and support on cash/voucher and market-based programming and on humanitarian program accountability of HEA led projects, initiatives and disaster responses to support to WVDF strategic objectives and priorities, particularly on climate and disaster risk reduction and management. The position supports HEA’s mandate, the end view of which is creating an environment or condition that addresses emergency preparedness and resiliency of the organization and communities including children and their families from crises and complex humanitarian emergencies.
KEY RESPONSIBILITIES
1. Technical Leadership and Support to Cash Programming. Assists in departmental strategic and operational planning and implementation and monitoring in order to support delivery of quality programmes/projects, organizational preparedness and response initiatives and approaches
Supports HEAs programming humanitarian programmes and operations functions including: (a) Market assessments to inform programming (designing/proposal development, partnering with relevant stakeholders); (b) Development of cash-based/market based solutions and strategies, building on the experience of WV in cash programming and Philippine's experience with successful approaches and strategies, including those on social protectionWorks collaboratively other functions other functions to support timely completion of cash-based interventions/initiatives and contributing to achievement of WVDF goals on CVP. (a) Drafts relevant guidelines for program quality (b) Provides appropriate technical guidance and support in program/project monitoring evaluation, accountability and learning on CVP. (c) CVP partnership with market stakeholders and others developed/nurtured2. Humanitarian Accountability
Provides technical leadership and support to humanitarian programming on accountability in project/program development/designing and implementation in accordance with WV and global humanitarian standardsWorks collaboratively with other functions to ensure humanitarian accountability mechanism/s are in place in all HEA led-projects and emergency responses and updated organizational plan (a) Technical guidance and support to humanitarian operations (projects/response) (b) Feedback, Complaints and response mechanisms (c) ·Contributes and support the capacity building of staff and partners3. Coordination, Engagements and Administrative Responsibilities
Contributes to the organizational disaster management priorities especially on preparedness and response for organization as CAT-III Disaster Ready and Contributes to a positive and constructive team culture: (a) Participates and contributes to departmental planning, review and reflection process and provides individual reports; (b) Participates in corporate and team events or activities, including spiritual formation activities that help staff well-being and life balance; (c) Represents WVDF in relevant humanitarian internal and external networks or coordination mechanisms, as necessary; (d) Adheres to World Vision policies and guidelines, including safeguarding, data privacy, safety and security protocols and WV code of conductPerforms other related duties as assigned by HEA Director to ensure the success of the teamQUALIFICATIONS
Bachelor of Science graduate or with advanced university degree (Master’s or higher) in discipline/s related to World Vision line of work or ministry (Social Science or related fields, Community Development, Social Work, Political Science, and other relevant fields).At least three to five years of relevant professional experience in disaster risk reduction and management, including a background in research, institutional capacity building, monitoring, evaluation, accountability and learning (MEAL) and humanitarian emergencies work.In-depth knowledge of humanitarian accountability, project planning and management.Diplomatic communication and negotiation skills to establish and maintain partnerships to develop close and effective working relationships with local partners and stakeholders.Confident understanding on humanitarian principles and Core Humanitarian Standard.Familiarity with child protection and safeguarding commitments and processes, as well as familiarity with political and governmental policies and processes that supports civil society organizations participation in local governance and development.Excellent verbal and written communications and analytical skills.Have the ability to work under pressure and exercise good judgement in diverse and complex situations.Strength in coaching and mentoring.Team player and adaptive in context of diversity.Oral and written fluency in English is required.Basic Filipino language.High level of domestic travel (up to 50% of the time) Ability to work in highly complex and risky environments, including highly sensitive areas.With good physical health condition.Experience in fundraising/ resource mobilization is an asset.Knowledge or fluency in local Filipino dialects.Applicant Types Accepted:
