The Capital Planning & Stress Testing Program Manager leads Flagstar’s stress testing and capital planning processes, reporting to the Director of Capital Planning & Stress Testing. This role coordinates cross-functional teams to execute stress test plans, ensure regulatory compliance, and align with capital management policies. Responsibilities include developing and integrating stress testing processes, overseeing documentation, guiding scenario design, and preparing reports for senior management and regulators. The manager ensures that capital planning is effective, meets governance standards, and supports strategic decisions. Job Responsibilities:
JOB RESPONSIBILITIES
Program Leadership & Plan Coordination: Leads the bank’s stress testing program, coordinating input from multiple departments to collect and integrate all necessary data and materials. Maintains and updates key capital planning documents (e.g., capital plan narrative, policies, contingency plans) to ensure the stress testing process is cohesive and aligned with business objectives.
Scenario Design & Challenge Oversight: Leads internal stress test scenarios informed by the bank’s idiosyncratic risks (Risk ID inventory) and evaluates capital adequacy under adverse conditions. Manages review/challenge sessions on forecasted results (e.g., PPNR, credit losses), addressing key assumptions and limitations through sensitivity analysis and appropriate overlays.
Reporting & Regulatory Submission: Prepares and submits regulatory stress testing reports and the final capital plan document, ensuring accuracy and timeliness. Produces clear summaries of stress test results and recommended capital actions for senior management and Board review and performs ad-hoc capital analyses (such as peer comparisons) to support decision-making.
Quality Assurance & Compliance: Ensures the consistency and reliability of stress test results through strong quality controls and data governance. Maintains an inventory of critical capital planning data elements, working with Data Governance to resolve data issues, and verifies adherence to internal risk management standards. Supports and addresses any findings from regulatory, risk, or internal audits and ensures continuous compliance with all relevant policies and regulatory requirements throughout the stress testing cycle.
Uses independent judgement to identify and propose future opportunities, enhancements, and potential risks.
Proactively manage examination requests, company resources, program risks, and required deliverables, as well as the day-to-day planning and resource allocation.
Responsible for talent management functions including: employment, performance evaluations, staff development/training, disciplinary actions, succession planning and ensuring all staff comply with compliance requirements.
ADDITIONAL ACCOUNTABILITIES
Strategic Alignment: Works under the direction of the CPST Director to ensure that stress testing activities support the bank’s strategic goals for capital adequacy and risk management. Provides input to senior leadership on opportunities to improve capital efficiency or risk mitigation based on stress test insights.
Governance and Policy Adherence: Upholds the governance framework for capital planning. Ensures that all activities follow the approved Capital Planning & Stress Testing policies and the governance standards set by management committees (CMC, ERMC) and the Board. All documentation and processes should withstand regulatory scrutiny and internal audit standards.
Continuous Improvement: Stays current on evolving regulatory expectations (e.g., Federal Reserve guidance for Category IV banks, Basel capital standards) and industry best practices in stress testing. Recommends and implements enhancements to the stress testing program, such as process improvements, model updates (in partnership with model development teams), and improved coordination mechanisms, to continually strengthen Flagstar’s capital planning capabilities.
Performs special projects, and additional duties and responsibilities as required.
Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.
JOB REQUIREMENTS
Required Qualifications:
Education level required: Undergraduate Degree (4 years or equivalent) in Finance, Economics, Business, Mathematics or a related field (or equivalent work experience in a related discipline).
Minimum experience required: 6+ Years experience in financial risk management, capital planning, or stress testing. Involvement in enterprise stress testing processes or regulatory capital plan preparation.
Technical Skills: Knowledge of regulatory capital requirements and stress testing frameworks (e.g., DFAST/CCAR, Basel III). Proficiency in financial modeling and scenario analysis; advanced Excel skills.
Leadership & Communication: Proven ability to lead cross-functional projects or teams. Excellent written and verbal communication skills, with the ability to present complex financial analyses to senior executives. Collaborative team player who can influence and coordinate stakeholders across departments.
Analytical & Detail-Oriented: High attention to detail and accuracy. Strong analytical problem-solving skills to interpret model results and identify trends or issues. Effective at managing multiple priorities and deadlines, especially during peak stress testing cycles.
Preferred Qualifications:
Education level preferred: Master's Degree (or Postgraduate equivalent) in Finance, Business Administration (MBA), Economics, or a related field or professional certification (CFA, FRM).
Experience working at a bank subject to regulatory stress testing (e.g., DFAST/CCAR submissions) and dealing with regulatory examinations.
Familiarity with data governance and model risk management practices related to capital planning. Exposure to liquidity risk or resolution planning.
Familiarity with data analysis tools or statistical modeling.
