Description of Work Unit
Campus Planning leads the development and implementation of the Campus Master Plan, Campus Sub-area plans, School/College/Division unit Facilities Master Plans and the advance planning initiatives that result from those high level, guiding facilities planning documents. Includes the following services: building records and archives; mapping & GIS ; interior design; landscape architecture; signage, wayfinding, and access; space and data. The Campus Planning group is responsible for the update of the physical Campus Master Plan.
Position Summary
The Assistant Director for Campus Planning, or Campus Planner, is responsible for the following:
+ Campus Development
+ Lead Campus Master Plan initiatives to inform all space planning, building and facility development, and renovation projects. Coordinates with CSU strategic planning, ensuring the coordination of campus subarea plans, and other facilities and exterior land use studies.
+ Oversee all Campus Plans and advance campus development in a manner consistent with the Campus Master Plan and the University’s strategic goals and objectives.
+ Conducts and coordinates long-term, integrated planning with CSU STRATA , City, and County planning and development teams.
+ Supervise and approve campus landscape architecture planning, design and projects, both inhouse staff design and professional services.
+ Assist and help to coordinate applicable campus sustainability initiatives into facilities planning projects.
+ Assist in the assessment and development of multimodal planning: campus pedestrian & bike pathways, ADA accessibility, transportation networks, and other plans as needed.
+ Space Planning
+ Develop, establish, and control the methods, procedures, and systems to increase overall effectiveness of facilities utilization and management.
+ Conduct negotiations with departmental contacts, heads of department including members of the Executive Team, regarding space requirements and appropriate space allocations to ensure the efficient use of University space.
+ Proactive in the management of University space with the analysis of technical data to devise and propose appropriate solutions to overcome space challenges considering academic, logistical, financial issues, workplace regulations and political sensibilities. Engage with and influence stakeholders and implement the most suitable option.
+ Provide first line professional advice, guidance and support to departmental space managers and all University staff regarding how to use space in the most effective and efficient manner by creating and implementing policy standards and procedures. Explain technical or complicated space related information to a wide range of staff in an appropriate manner.
+ Facilities Studies
+ Develop comprehensive space planning reports and facility use studies for functional alignment, new initiatives, space consolidation, vacated spaces from new facilities, end user requests, and utilization and efficiency initiatives of university facilities.
+ Prioritizes the highest and best use of campus space resources (interior and exterior) and maximizes benefit to the university by coordinating with FM Sections and other campus groups to develop planning, renovation, and construction projects.
+ In conjunction with the Capital Design and Contracting team, develop and coordinate facility programs for campus initiatives and projects.
+ Committees
+ Facilitation of Master Plan, Town and Gown, and Space Committees, setting agenda, priorities, and committee processes. Oversight of Physical Development Committee, University Public Art Committee, Campus Arboretum Committee, and Pollinator Friendly Campus Committee. Member of the Design Review Committee and Public Safety Committee.

Required Job Qualifications
+ EDUCATION : Bachelor’s or Master’s degree in Urban Planning, Architecture, Engineering or closely related field.
+ EXPERIENCE : A minimum of eight (8) years of experience in one or more of the following: campus or urban planning, facilities planning, master planning for educational institutions, and/or space planning and programming.
+ SUPERVISION : Minimum of three (3) years of experience supervising staff.
+ Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
Preferred Job Qualifications
+ Advanced degree in architecture, planning, urban design, or related field.
+ Registered as a professional architect ( AIA ), engineer (PE), or city planner ( AICP ).
+ Additional certifications or licenses demonstrating commitment to continued education in relevant areas (examples: LEED , CEFP , CFM , PMP ).
+ Demonstrated excellent written and verbal communication skills and ability to engage with and facilitate diverse stakeholder groups. Ability to establish and maintain professional working relationships across a wide range of individuals and levels within an organization including upper management and client users.
+ Demonstrated experience in large public or private institution master planning.
+ Strong demonstrated capabilities in planning, budgeting, and management of a professional unit within a large complex campus or similar organizational setting.
+ Strong skills in project management and data analysis and visualization.
+ Skills in leadership and supervision, including the ability to coach, mentor, engage, and support staff in creating a positive and inclusive workplace. Demonstrated achievement in growing and retaining a team, providing guidance that promotes civility in the workplace and coaching others to work collaboratively and effectively to support each other and the organization.
+ Exceptional oral and written communication skills, active listening, conflict resolution, and the ability to deal with difficult and sensitive situations in a positive manner. Ability to adapt to a variety of styles to meet the needs of a diverse audience.
+ Experience with higher education issues, trends, and facilities including campus sustainability and resiliency, and a demonstrated understanding of integrated planning for higher education.
+ An understanding of AutoCAD or Revit and graphic presentation tools and an understanding of Geographic Information Systems ( ESRI products) and their use in higher education facilities planning & design.
+ Familiarity with Computerized Maintenance Management System ( CMMS ) or a similar system, e.g., Maximo, AssetWorks AiM, TMA .

Prepares a comprehensive Campus Master Plan of physical facilities for long-term periods (10 years, 6 years, 2 years) identifying major land uses, building sites, location of utilities, flood control, parking and transportation, open and recreational spaces and community impact.

+ The primary editor, interpreter, presenter, historian and publisher of the planning documents that guide campus growth and the physical character of campus. Examples of guiding documents include:

+ Transportation Plans
+ Leads a team and partners with others responsible for additional guiding documents including:
+ Aesthetic Guidelines
+ Landscape Guidelines
+ Signage and Wayfinding Standards
+ Planning Liaison –
+ The primary planning liaison between the University and the City of Fort Collins and Larimer County and other local governments for planning issues.
+ Examples of duties include:
+ Location and Extent submittals to Larimer County
+ Presentations to County Planning Commission and County Commissioners
+ SPAR submittals to the City of Fort Collins
+ Presentations to City Staff, Council, Planning Board, Executive Team and Citizen Boards

+ Leads a team responsible for authoring, facilitating, regulating, and developing guidelines and policies governing the use of outdoor spaces.

+ Provides leadership, oversight, and backup to the University Landscape Architect, responsible for advancing the exterior campus environment plan through detailed studies of site use, circulation, and landscape design.

+ Ensures coordination between Outdoor Services and Maintenance through the University Landscape Architect.
+ Reviews and guides work related to feasibility studies, construction documents, and consultant compliance with campus standards.

+ Provides guidance and expert consultation to campus leadership (Deans, VPs) and the general public (faculty, students, and staff) as to what can and can’t be done on campus, where no policy exists.
+ Position is the “gatekeeper” and spokesperson for campus use.
