Buyer II
Position Summary/Essential Functions:
Responsible for the procurement of direct and indirect materials to support manufacturing operations. Negotiates financial and delivery terms and places POs at the best total value (with verifiable justification) and based on FAR/DFAR requirements. Working closely with commodity lead/purchasing manager and supplier quality engineer, recommends and selects alternate sources to leverage capacity, quality, delivery and cost.
Responsibilities:
Responsible for the procurement of any commodity assigned, including but not limited to, machined and/or fabricated items, castings/forgings, outside processing, modified COTS and managing the entire procurement activities from quote request to on time delivery and acceptance.
+ Negotiates and executes long-term agreements (LTAs) and supply contracts to ensure the best value and uninterrupted supply of products.
+ Actively contributes to improving purchasing KPI’s by managing purchase orders and assigned suppliers.
+ Obtains quotes for customer proposals.
+ Evaluates bids based on quality, price and delivery and negotiates cost reductions.
+ Responsible for resolving purchase order discrepancies with accounting and receiving.
+ Obtain documentation for inspection if needed.
+ Support MRB activities and resolve supplier discrepancies and product returns.
+ Follows all FAR requirements and thresholds to assure compliance with purchase order documents and order justifications.
+ Reviews open orders daily to assure on time delivery.
+ Works with planner to reschedule deliveries if required.
+ Experience in a high-mix, low volume manufacturing environment desired.
Qualifications:
+ Bachelor’s degree (B.A./B.S./BSc) from four-year College or university.
+ 3 to 5 years related experience and/or training.
+ The Purchasing department is a fast-paced environment and requires a high level of organizational skills, efficient use of time, the ability to perform under pressure, manage multiple projects, and continually meet deadlines.
+ Experience in aerospace/defense manufacturing environment desired.
+ Should be familiar with UCC/FAR and DFAR requirements.
+ Requires knowledge of purchasing processes, policies, procedures and an understanding of manufacturing processes.
+ Direct experience in procurement of repair services, facility maintenance, operations, machined parts, MIL-SPEC hardware, calibration and metal finishes required.
+ Ability to interpret engineering drawings and specifications desired.
+ Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
+ Have the ability to write routine reports, correspondence and the ability to speak effectively before groups of internal customers or other employees of the organization.

Please note that the salary range information is only applicable for California, Massachusetts, New York , Washington . Compensation is based on a variety of factors, candidate experience, qualifications, location as well as market and business considerations.
Competitive Compensation
+ Pay Range: Min $81,226/year to max $131,131/year
