Yes County Albany Street Address Albany - State Campus Bldg 5 Flr 4 City Albany State NY Zip Code 12210 Duties Description Under the direction of a Deputy Chief Strategy Officer (DCSO), the Business Value Development Lead position will be assigned to the Programs and Planning bureau within the Chief Strategy Office (CSO) and will oversee and lead all aspects of business development and engagement focusing on non-executive and executive branch agencies to showcase ITS successes with products and opportunities to deliver value for clients and stakeholders. The incumbent will be responsible for product research, recommendation, marketing and delivery strategies for ITS product/service offerings collaborating with internal/external cross-functional teams/partners to analyze client business needs, requirements, and best product offering to ensure successful deliveries. Duties include, but are not limited to, the following:• Oversee activities that deliver business value for agencies based on approved initiatives and projects and collaborate with cross-functional teams on product and service-focused business partnership development, leveraging robust product and service catalogs and proposed IT solutions based on thoroughly documented business cases.• Direct/lead the development and delivery of product marketing strategies, roadmaps, procurement documents/proposals, communication Scope, Schedule and Budget, and other product/project management artifacts, demonstrating expertise in MS Project, Visio, PowerPoint, Excel, Word, SharePoint, Teams, and other available industry standard collaboration tools/systems.• Deliver product marketing proposals and presentations for opportunities to provide ITS solutions to various clients/partners (CSO/ITS Shared Services teams, State Agencies or other entities such as Public Authorities, and local governments, etc.)• Lead/oversee IT product/solution research and document proposals with cost benefits analysis, roadmaps/forecasting, procurement, partnership opportunities and alternatives.• Identify/drive new business opportunities/growth, continuous improvement in product marketing strategies to streamline processes, improve efficiency, and enhance solution quality.• Implement robust performance metrics and tracking systems with industry standard key performance indicators and perform trend analysis/forecasting.• Own the development and delivery of stakeholder engagement artifacts, detailed plan-packages, forecasts, product implementation plans, outreach documents, metrics reports, budgets, billing, procurement strategies, and shared services/product management support documentation, along with other critical artifacts required for successful partnership with customers, for high priority initiatives.• Oversee the day-to-day operational activities and technical deliveries of specific top-priority initiatives following industry standard Secure Systems Development Lifecycle (SSDLC) and required ITS required standards for IT solution and product deliveries.• Direct teams managing multiple agencies’ programs or complex initiatives. • Mentor/coach lower-level Product/Project Managers with hard/soft skills required for the effective management of large and complex projects and initiatives.• Develop product and solution implementation proposals, collaborating with multiple technical teams.• Partner with internal/external executive management and project teams regarding budget strategy, budget planning, tracking, and managing all aspects of cost management for priority initiatives. Participate in governance as needed by upper management.• Collaborate with user experience, business analysts, product/project managers, and business stakeholders to gather and analyze requirements. Translate business requirements into technical solutions, considering factors such as scalability, performance, security, and usability.• Resolve problems and fix critical issues raised by agencies/partners or escalated by the team, by leading resolution activities and focusing on improving issue resolution metrics.• Demonstrate strong leadership and creative thinking skills to accomplish strategic goals and objectives of the CSO in partnership with Shared Services and ITS leadership team, and oversee the successful deliveries of high priority initiatives, bringing value to the Chief Strategy Office, in alignment with ITS vision.• Perform a full range of supervisory duties. Minimum Qualifications Ten (10) years of experience in business value development and strategy, product implementation, and project management, in a fast-paced/multi-faceted large IT environment. Four (4) years of experience must have been in strong management and leadership in business value development role that contributed directly to organizational growth and product strategies, leading cross-functional teams in strategy and planning, research and analysis, proposal development and presentation deliveries to a diverse customer base.Bachelors’ Degree in Business Administration, Leadership, Management, Marketing, Information Management or related field may substitute for four years of experience, Master’s degree in related field substitutes for an additional year of experience, Doctorate in information systems / computer science / business / management or related field substitutes for an additional year of experience Preferred qualifications:? Self-starter, highly motivated, result-oriented leader? Creative/innovative thinker and proven dynamic leader? Demonstrated ability to successfully drive business value ideation, planning, development, execution, product releases/deliveries ? Excellent and effective communications (written & oral) across all levels of internal/external leadership & stakeholders, excellent interpersonal, problem-solving, and negotiation skills.? Expert-level experience in industry standard product evangelizing techniques and project management methodologies (e.g., Agile) ? Proven ability to work/collaborate closely with cross-functional shared services and IT dedicated product development teams / partners (internal/external) to ensure alignment and successful execution of business development initiatives? Demonstrated ability to align business goals with solutions to drive process improvements? Strong experience in industry trends analysis/metrics, market research, discovery, new business strategies, and market developments and strategies to identify potential opportunities and challenges? Proven ability to perform effectively in a high-profile, high¬ visibility, and high- pressure environment? Ability to build and maintain relationships with clients and stakeholders.? Adept in networking, project management, analysis and problem-solving.? Ability to adapt to the company’s culture effectively and lead a team. ?
