ICF is seeking a bilingual Business Analyst who will also serve as Deputy Project Manager for a modernization initiative with the Puerto Rico Department of Economic Development and Commerce (DEDC). This role is critical to ensure successful delivery of modernization milestones while maintaining strong stakeholder engagement and technical alignment across AI/ML, DevSecOps, and data integration teams.
 

Location: This position will be based in San Juan, Puerto Rico.

What you’ll be doing:

Lead bilingual stakeholder engagement sessions with various Puerto Rican agencies to elicit and document business and technical requirements.

Translate stakeholder needs into user stories, process flows, and acceptance criteria for development teams.

Collaborate with developers, UX designers, and AI/ML experts to ensure requirements are actionable and aligned with a modular, microservices-based architecture.

Support backlog grooming, sprint planning, and UAT coordination.

Support the Project Manager in tracking delivery milestones, managing risks, and reporting progress to the client and internal leadership.

Coordinate cross-functional teams across time zones and disciplines, ensuring alignment with the project roadmap and compliance requirements.

Assist in managing the transition from legacy to modernization system, ensuring continuity of operations and stakeholder confidence.
 

What you must have:

Bachelor’s degree in Computer Science, Information Systems, or relevant field.

5+ years of experience in business analysis or project coordination roles.

5+ years' experience conducting and leading interviews to gather, manage, and validate requirements.
 

What we’d like you to have (preferred):

Bilingual fluency in English and Spanish (written and spoken).

Prior experience working with Puerto Rico government agencies or bilingual user bases.

Experience with Agile methodologies and tools (e.g., Jira, Azure DevOps).

Understands technical issues and cybersecurity at a high-level.

Experience supporting modernization of workforce systems or platforms.

Familiarity with AI/ML integration, DevSecOps pipelines, and cloud-native architectures (Azure preferred).

Experience with Agile techniques: User Stories, TDD, BDD, Continuous Integration, Continuous Testing, Continuous Delivery, Automated Testing

Certified Business Analyst Professional (CBAP) or PMP Professional Business Analyst (PBA) certification.
 

Professional Skills:

First-hand experience working with teams in a variety of contexts (e.g., different team sizes, different organizations, different cultures, co-located vs. distributed, etc.).

Strong communication and facilitation skills.

Ability to work with minimal supervision in very dynamic and timeline sensitive work.

Ability to work collaboratively within a multidisciplinary team including program managers, data analysts, and stakeholder engagement specialists.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,371.00 - $124,730.00
