Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12233 Duties Description This position is in the Division of Fish & Wildlife (DFW), which is responsible for stewardship and conservation of fish and wildlife in New York State. Specifically, the position is in the Information and Data Management Unit (IDMU), which provides information technology support for DFW. This includes database development, data management and analysis, and business systems support.The incumbent will have two primary work areas: (1) participate in DFW’s division-wide data modernization project by developing, documenting, implementing, and supporting optimized workflows and business solutions; and (2) support development of an online, publicly accessible license application and license issuing system for the Special Licenses Unit (SLU). SLU is currently transitioning from a paper-based licensing system to an online system in the OutSystems development platform to improve efficiency, data quality, and effectiveness of data gathering for purposes of license applications and program needs. The incumbent is expected to have a lead role in the transition, including documenting requirements and design for the new system, testing, and preparing documentation such as flow charts, user manuals, video trainings, and guidance.Duties associated with the two work areas may include diagnosing issues in data systems and applications that are inconsistent or ineffective for business processes and developing enhancement solutions to existing software, developing test scenarios and testing processes for new business solutions, and preparing documentation of business processes. In addition, multiple existing software systems (many built in MS Access) require maintenance and enhancements, bug diagnosis, and improved business process flows, and there are a wide variety of business processes with which the incumbent will engage.The preferred candidate will have excellent critical thinking, analytical, and problem-solving skills as well as experience with business process modeling, documentation, optimization, and application development. Essential functions include:•System documentation, development & customization: The incumbent will document, develop, implement, and support various data systems to meet program needs, create test scenarios, and implement enhancements to existing data systems. This includes developing new features, debugging issues, and ensuring that the solution meets business needs and integrates smoothly with other systems.•Database design and management: The incumbent will be involved in designing and managing databases to support business processes and data analysis. This includes tasks such as structuring databases, optimizing queries, and ensuring data integrity.•Web-based development: The incumbent should have skills in web-based development to create, maintain, and enhance online systems and applications. This involves developing user interfaces, integrating with backend systems, and ensuring a seamless user experience. Frequently used applications include MS Forms, nForm, Survey123, and Sharepoint.•Coding and automation: The incumbent should have proficiency in coding and automation to streamline data management and analysis. This includes using programming languages and tools such as R, Python, SQL, and Regex for scripting and automating repetitive tasks. Additionally, experience with Power Automate or similar platforms for creating automated workflows are essential for improving efficiency and data handling.•Documentation and training: The incumbent will prepare detailed documentation such as user manuals, flow charts, and training materials to ensure that end users and stakeholders understand the new systems and processes. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:A bachelor’s degree At the discretion of the agency, appointment level may be determined by the candidate’s qualifications. You must inform the agency of any additional qualifications at your interview.For appointment to the Business Systems Analyst Trainee 2 level you must also have one year of professional business analysis experience*For appointment to the full performance level of Business Systems Analyst 1, SG-18, you must also have two years of professional business analysis experience**Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.The following activities are NOT considered qualifying experience:Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.Development of instructional materials and classroom training.Help desk duties including troubleshooting, resolving user issues, and providing customer service.Candidates may also be appointable via the following:Reassignment - Currently in the title of Business Systems Analyst 1 and an employee of DEC.or Reinstatement Eligible – Previous service in this title on a permanent competitive basis or in a title otherwise transferable to this title. Or Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible for transfer in accordance with Civil Service law.
