The Business Office Manager role exists to oversee and elevate financial operations of the Minnesota Department of Veterans Affairs within the Financial Service Division at Central Office. This role supervises and coordinates the activities performed by the Accounting Officer, Accounting Technician, and two Account Clerk Senior positions within the Central Finance Office to ensure consistent accounting practices and procedures regarding procurement, expenditures, and receipts. Also prepares account reconciliations, detailed financial analysis, and reports. Provides assistance and trains Veterans Programs and Services, Healthcare Administration and other managers, supervisors, and staff on fiscal policies and procedures.

**Minimum Qualifications**
Two years of experience in accounting or financial management, which includes experience in at least three of the following areas:
+ Budget and/or spending plan preparation and reporting
+ Accounts payable and receivable in an accounting software system
+ Revenue budget projections and management
+ Employee payroll processing in a complex payroll/timekeeping system
+ Purchasing and/or fixed asset management
+ Professional/technical contract coordination
Experience as a supervisor, team lead, lead worker, or project lead.
Thorough knowledge of Generally Accepted Accounting Principles (GAAP).
Ability to prepare, interpret and explain complex fiscal reports and records.
**Preferred Qualifications**
+ Experience supervising accounting/finance staff and functions.
+ Experience in government accounting.
+ Knowledge of laws and regulations governing the fiscal operations of State agencies.
+ State of Minnesota experience with contracts, SWIFT, SEMA4 or warehouse reporting.
+ Experience applying provisions of collective bargaining agreements and/or compensation plans.
+ Ability to analyze accounting data sufficient to reconcile accounts and evaluate and guide the work of professional and technical accounting/finance staff.
