The Business Development Manager 2 will be responsible for offset and industrial participation for Global Command and Control Systems’ international sales by identifying, developing, and implementing offset programs in support of competitive and sole source programs within the Northrop Grumman Defense Systems division. This position will interface with multiple international customers and the IBCS franchise team on a regular basis. This leadership role is supportive of driving long-term growth internationally, particularly in Integrated Air and Missile Defense (IAMD) and Multi-Domain Command and Control.
Key Responsibilities
1. Identify offset opportunities, determine requirements and develop offset plans.
2. Partners with Contracts regarding Offset agreement to develop, negotiate and coordinate with International Trade Compliance (ITC) for export/import to assure offset program compliance with United States Government export laws.
3. Participate in domestic and international offset conferences, responsible for coordinating with international companies and third-party providers to develop meaningful cost-effective offset solutions.
4. Assists capture managers in tracking and reporting progress to satisfy existing offset obligations.
5. Serves as consultant to internal management for developing offset long-range strategies both by country and product.
6. Partners with Capture Managers and international customers to develop Offset programs to address needs that further their national goals and responsible for ongoing project communications during program implementation.
7. Offset implementation responsibilities include submitting, reporting, and achieving Offset credits within budget and schedule.
8. Work with the capture franchise team to develop estimates in support of proposals and track actual costs to plan during proposal phases and initial implementation.
9. Generates internal and external correspondence regarding reporting requirements and status of offset obligations.
Basic Qualifications
- Bachelor's Degree with 8 years of experience related to Department of Defense (DoD) business or programs; or Master's Degree with 6 years of experience related to Department of Defense (DoD) business or programs.
- Experience in the Integrated Air and Missile Defense (IAMD) domain or related operational experience
- Experience related to Offset and/or Industrial Participation on Department of Defense (DoD) business or programs
- Strong international experience in offsets, strategy, and capture
- Knowledge of DoD acquisition and U.S. foreign military sales processes
- Strong interpersonal skills and capacity to work within cross-functional teams
- Excellent written and verbal communication skills, with the ability to deliver executive-level presentations
- Active Secret or Top Secret clearance

- MBA
- 10 years of experience related to DoD programs
- 10 years of experience in international business development
- Experience working with the foreign government and industry
- Knowledge of the U.S. Government’s competitive acquisition process
- Experience with DoD Foreign Military Sales
Salary Range: $135,800.00 - $203,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
