Team Purpose

 

The Business Development and Funding Team’ ensure that Oxfam and its local partners receive timely, quality support and information to improve accountability, and ensure that Oxfam’s programmes in Jordan present value for money and are compliant with internal and external regulations

 

Job Purpose

  

As a member of the Jordan Country Programme Team, the post holder will lead the development, implementation and review of the country programmes’ fundraising strategy; build business relationships with a range of donors and Oxfam Affiliates, identify strategic funding opportunities and lead the development of high quality concept notes, proposals and tenders. The post holder will also lead and manage the funding team which is responsible for ensuring compliance with Oxfam and Government of Jordan grant management requirements. As member of the Senior Management Team, the post holder will advise the country director on donor engagement, risk management, and compliance quality in overall program implementation.

 

Job Responsibilities

  

Business Development Lead the development, analysis and review of the Jordan Country Programme donor intelligence and funding strategy. Ensure programme teams are regularly updated on donor intelligence and upcoming funding opportunities; Establish a business network within the donor, local NGO and INGO communities and monitor trends in the donor environment; Identify strategic opportunities and evaluate risks and benefits in relation to specific funding opportunities, programme cost recovery and funding mechanisms; and Build collaborative relationships with key Oxfam staff in country programmes in the region and Oxfam affiliate head offices; and identify appropriate country and possible multi country programming/funding opportunities through focusing on institutional Also, engage with Oxfam’s Supporter Marketing team, Philanthropy & Partnerships and Trusts & Foundations team to help identify and cultivate diverse funding resources from the private sector, trusts, private donors and foundations. Proposal Development Lead proposal development processes, ensuring realistic planning, inclusive and quality risk assessment, quality programme design, narrative and budget development and internal approval; Provide direct support to programme staff, editing and writing sections in proposals and drafting concept notes to ensure they are in line with donor information needs and application requirements: Monitor and report on success rates for proposal submissions to donors and ensure that the programme team receives feedback from donors regarding submitted proposals; and Source and manage consultants for specific proposal development processes, as needed.

 

Funding Coordination and Compliance; Ensure that the funding team provides advice and support to the finance, logistics, HR and programme teams in relation to grant compliance for restricted and unrestricted funds, including donor budgeting and reporting requirements and contractual compliance; Support the finance team in ensuring optimal use of restricted funds through strategic recharging to donor contracts thereby ensuring maximum cost recovery; Support the Grants & Compliance Manager in ensuring that all restricted income for programmes is correctly recorded and managed according to Oxfam's internal donor income database and strengthen compliance and utilisation of internal systems for project and contract management

 

Management and Capacity Building Directly line manage the Grants & Compliance Manager, ensuring implementation of Oxfam’s performance management policy and procedures are implemented; Participate in, and lead where appropriate, senior management processes, contributing to the overall management and leadership of the country programme; Lead in the resourcing of funding team posts as required, developing job descriptions, adverts and leading on interview and selection processes; and Strengthen the capacity of the funding team and local partner organisation teams in relation to grant management and donor compliance.

Job Requirements

 

Essential

 

A university degree - or equivalent - in Social Sciences, Business Administration, Law, Economics or International Development or other relevant experience. At least 5 years of demonstrable experience and success working in fundraising, programme development and management in the humanitarian & development sector. Experience with key institutional donors’ guidelines and procedures (EU, UN, GIZ, GAC, AICS, FCDO, ECHO etc). Strong written skills with proven experience of developing quality proposals and reports and securing income, and a high level of analytical skills and critical thinking. Very good knowledge and understanding of the donor and funding context, environment and key players in the Middle East. Experience of working with and coaching technical teams to develop complex proposals and Solid understanding and convictions of a rights-based approach and gender sensitive, and experience in the NGO sector. Highly developed interpersonal, communication and influencing skills: networking, representational, and negotiation skills. Ability to make effective, timely decisions and take prudent risks. Proven team leadership and proactive, results driven. Knowledge of Project Cycle Management and humanitarian and development

Experience and understanding of the Middle East context / Syria Crisis response– especially Jordan – and of key issues of development and transition. Good knowledge and awareness of issues related to Oxfam’s strategic objectives (Economic Justice, Gender Justice and Emergency WASH and water governance) and working in a confederation setting with multiple stakeholders. Good knowledge of commercial contracts / tenders.
