World Vision Vanuatu (WV) is a Christian humanitarian organisation dedicated to working with children, families and communities to overcome poverty and injustice. Community development is a key focus of World Vision Vanuatu, with 80% of our staff based in the communities where we work.
The Business Development and Accountability (BDA) Manager will play a key role in shaping the future of World Vision’s programming and partnerships in Vanuatu and the Pacific region, leading business development, project design, and strategic external engagement for World Vision Vanuatu. The Business Development and Accountability Manager (BDA) will work with senior leadership, technical and programmatic staff, donors, government, and external partners to build strategic relationships, identify common ground, design excellent and innovative projects, and deliver high-quality concept notes and proposals. The Business Development and Accountability Manager will be responsible for oversight and monitoring of grant compliance. S/He will provide direction and oversight conducting due diligence and pre-award assessment on potential sub-recipients and ensuring sound compliance among successful organizations. S/He will be responsible for seamlessly collaborating with procurement, operations, and finance departments to ensure quality delivery of grants in accordance with donor and World Vision requirements.
A successful Business Development and Accountability (BDA) Manager will be an agile self-starter with strong communication skills and a track record of success leading competitive acquisition or proposal processes. As a member of the Senior Leadership Team, the position holder will work closely with Country Director, Operations, and Finance to review strategic intent and grant priorities.
Major Responsibilities
30% - Acquiring Grants
Manage the concept development, proposal formulation, and submissions stages of resource mobilisation. (e.g. consultation with key stakeholders in-country including staff, local government, donors, etc. to formulate programmatic ideas and directions that fit with WVV strategic areas of focus and donor requirements)Review calls for proposals and recommends whether WVV should pursue funding opportunities using the Go/No Go ProcessAdvise on prioritizing grants for block or competitive grant opportunities.Ensure budgets are competitively costed within donor requirements.Ensure that donor requirements and standards are well understood by PQ/Operations and project staff and a clear hand-over process is conducted for the implementation team, including conducting grant opening workshops and producing donor requirement “cheat sheets” as required.10 % - Contract Development ensuring Donor Compliances
Support the Partnerships and Compliance Manager to:provide timely agreement /contract development /review/approval, both at the level of WVV and partners, ensuring adherence to both internal WVV and donor requirements.Identify and negotiate for opportunities to enhance impact on child well-being, especially for the most vulnerable childrenIdentify compliance gaps and related solutions – including differences between donor and internal WVI policies and procedures, including cost allocation.Track grant/contract compliance via application of existing mechanism (i.e., grants acquisition, start-up, implementation and closure checklist) and through the development/testing/roll out/implementation of new tools as and when required.Engage with line management and senior leadership to ensure promised support is delivered and high priority is given to active proposals.Provide compliance support through timely review of agreements and MOUs30 % - Strategic Thinking and Accountability
Lead the development of the Grants Acquisition and Business strategy and related business plans for the country, ensuring alignment with all relevant strategies (WVI, WVV, GoV, donor, etc.)Provides the Senior Management Team (SMT) the necessary acquisition data and analysis that can influence effective decision making for the overall good of Vanuatu programming initiatives.Ensure all internal and donor accountability requirements are met for grant acquisition and management. This includes but is not limited to serving as the main user for updating the Horizon grant and active project data management system.File all Acquisition-related documentation appropriately, ensuring relevant content on the shared server is up to date. Encourage the full and appropriate expression of World Vision’s Christian identity.30 % - Strategic Engagement with Internal and external Stakeholders
Support engagement of technical and programmatic staff with donors, government, and external partnersSupport and broker partnerships for new projects or fundingWork with communications staff to prepare government- and donor-facing materialsMonitor and understand strategies and priorities of donors and external partners, identifying implications for World Vision and its programs. Coordinate or lead strategic engagement as requested by the Country DirectorParticipate in regional and WVI Resource Development networks and ensure WVV is aligned with the broader organizational resource development strategies and share promising practices from WVV with the wider WV partnership.Knowledge /Qualifications for the Role
Required Professional Experience :
Knowledge of program development and design, resource acquisition, major donors and multi-laterals and donor relations.Strong planning, organizational and management skills and ability to prioritize and handle multiple tasks.Strong relational skills, especially in a cross-cultural environment.Ability to maintain calm and work under pressure to strict deadlines.Competent in use of Microsoft Office computer programs.Demonstrated 3-5 years’ experience in successful proposal writing, funding acquisition, and donor relations.At least 5 years’ experience in program or project design, assessment, implementation, monitoring, evaluation and report writing.Demonstrated ability to work well with others and build capacity of others in a manner than honors their strengthsAbility to solve problems , persuade , network and negotiateRequired Education ,Training , License , Registration and Certification
Bachelor’s degree in development studies, Business Administration, a technical field (e.g. Public Health, Economic Development, WASH) or related field.Excellent written and oral English communication skills.Preferred Knowledge and Qualifications
