Job Description
The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of Woodward Resource Center (WRC) is seeking a Budget Analyst 2 to join our team! Role Overview
Reporting to the Public Service Manager 2, the Budget Analyst 2 will play a pivotal role in the Administrative Services division provide budgeting, accounting, and reporting services for WRC.
Key Responsibilities
+ Reporting and Data Analysis: Prepare all financial reports. Collect and analyze budget and fiscal data. Initiate and enter budget information into the Iowa Advantage system. Work with HHS central office to meet financial goals. Prepare and submit year end reports verifying accuracy of the data.
+ Quality Assurance: Monitor receipts of MCO revenue by preparing and submitting the Iowa Advantage Cash Receipt and supporting documentation for Medicaid payments from Managed Care Organizations (MCO) and Iowa Medicaid Enterprise (IME). Verify invoice information has been entered correctly; review attachments to confirm receiving and authorization for the goods or services is included with the invoice.
+ Interdepartmental Collaboration: Respond accurately and timely to questions from
the HHS Cost Audit team, HHS central office, and state auditors. Following Treasurer of State guidelines, submit unclaimed property to the Great Iowa Treasurer Hunt. Provide special funds/donated funds report to WRC Cashier and WRC Assistant Superintendent of Administration monthly.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to two years of full-time work in professional level budget analysis or fiscal management.
2) All of the following (a and b):
a. Two years of full-time work experience in professional level budget analysis or fiscal management; and
b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and
b. One year of full-time work experience in professional level budget analysis or fiscal management; and
c. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1.
