This would include, but not be limited to: public education and outreach; project plan review for large commercial and industrial projects in addition to small residential projects; working with applicants to get permit applications up to DEC standards for permit issuance in Article 15 jurisdiction; deal with Article 15 violations and enforcement with the regulated community; investigate resource damage violations; assist with flooding response as needed; and work with other DEC Bureaus and Divisions requiring Bureau of Ecosystem Health assistance and technical expertise to include the Divisions of Environmental Permits, Water and Law Enforcement as well as the Office of General Counsel. This incumbent may also assist with larger power transmission, solar facility, and other associated projects with DEC central office staff for project review as necessary. DEC Region 4 has a significant number of protected waterbodies within its 9 counties. Multiple counties in Region 4 are experiencing an increasing frequency of flooding and face increasing development pressure in both urban and rural communities. This position will require that the incumbent learn multiple tasks within the Bureau of Ecosystem Health (BEH) to allow the individual to perform multiple duties within the Bureau as workload demands. Outreach to the regulated community and local municipalities is an important part of this position. This is a field-oriented position, sometimes in adverse weather conditions and in remote and uneven terrain. Strong verbal and written communication skills are essential aspects of this job to clearly convey regulatory programs to the public, the regulated community and other state and federal agencies. GIS and GPS skills and field experience are strongly preferred.
